That Ordinance No. G68-93 entitled "An Ordinance Establishing a Pay Plan for Certain Appointed Officers and Employees of the City of Elgin" is hereby amended as follows: That the following position is hereby added to Section 1 . "Official Management 'A-1 ' Group Salary Plan" as follows : Salary Range Position 99 A Director, New Century 4 ,874 - 6,888 Partnership for Elgin That the following positions are hereby added to Section 1 . Helwig, City Manager SUBJECT: Personnel Reclassifications of Deborah Nier and Clay Pearson The report presented to the City Council June 22, 1994 enti- tled, "Enhancing the Community Partnership Focused on the Region's Center" included two recommended personnel reclassi- fications . Effective July 1, 1994, Deborah Nier will fill the position of Director, New Century Partnership, and Clay Pearson will fill the position of Budget Officer/P. I .O. Their current Assistant to the City Manager positions will be abolished. Robert Malm, Olufemi Folarin and I have reviewed the responsi- bilities envisioned for these positions . Since Deborah Nier and Clay Pearson will assume their new roles this Friday, July 1, 1994, I wanted to share with you our thinking on these position reclassifications . You will be asked to ap- prove at your July 13 meeting the necessary amendment to the payroll and budget ordinance needed to affect these changes . As I have stated, I think it is important that Deborah Nier's position of Director, New Century Partnership, be an execu- tive position in the City Manager' s critical leadership group. She will have overall responsibility for the Region's Center economic development, Board and community relations, budget administration and day-to-day operation of the new Partnership. I plan to place her at the first level of the executive salary range of group A-1 (Department Directors) at a salary of $61,200 per year. As Budget Officer/P. I .O. , Clay Pearson will assume greater responsibilities . He will be responsible for developing and sustaining the five-year financial plan, leading and enhanc- ing the City' s public information efforts, preparing and working on Council agendas, and managing inter-governmental relations . I plan to place him at the starting level of the City's former Budget Officer salary range at a salary of $48,852 per year. Mayor and Members of the City Council June 29, 1994 Page 2 These two classifications will result in a combined total added expense of $14 ,276 in the City' s payroll budget for the remaining six months of 1994 . Heiwig, City Manager SUBJECT: Pay Plan Amendment PURPOSE The purpose of this memorandum is to forward to the Mayor and City Council an ordinance amending the Pay Plan. BACKGROUND During the deliberations of the 1994 budget, the City Council approved the positions of Historic Preservationist and Plan Examiner (now titled Code Compliance Engineer) . City Council has also acccpLeu Lhe report entitled, "Enhancing the Communi- ty Partnership Focused on the Region's Center" and directed its implementation. The implementation plan calls for the reclassification of two positions, Director of New Century Partnership for Elgin and Budget/Public Information Officer. The attached ordinance amending the pay plan includes the two new positions for the Department of Code Administration and the reclassifications of two positions as a result of the City Manager's report on the New Partnership. COMMUNITT GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT The approximately $15,000 cost of the above reclassifications for 1994 are included in the Mid-year Budget Amendment.
