AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A MASTER SIGNAGE PLAN
AT 405 AIRPORT ROAD
WHEREAS, written application has been made for a AB Area
Business District conditional use for a master signage plan at
405 Airport Road; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
has submitted its findings of fact and recommended approval;
and
WHEREAS, the City Council of the City of Elgin concurs in
the findings and recommendation of the Zoning and Subdivision
Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Zoning and
Subdivision Hearing Board, a copy of which is attached hereto
and made a part hereof by reference as Exhibit A.
Section 2 . That a conditional use for a master signage
plan at 405 Airport Road and legally described as follows :
Lots 148 thru 151 inclusive, and the northerly
34 . 00 feet of Lot 147, as measured along the
easterly line thereof, all being in the First
Addition to Fox River Business Center, a subdivision
and resubdivision of part of Section 34, Township 42
North, and Section 2, Township 41 North, all in
Range 8 East of the Third Principal Meridian, in the
City of Elgin, Kane County, Illinois and containing
93,533 .46 square feet more or less .
be and is hereby granted subject to the following conditions :
1 . Substantial compliance with the site plan,
building elevations, and petitioner' s statement
prepared by Raymond Management Company, Inc. dated
December 20, 1993 .
2 . No other wall signs and freestanding signs
shall be allowed other than as depicted on the
building elevation and site plan.
3 . Compliance with all other applicable codes
and ordinances .
Section 3 . That the conditional use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
Section 4 . That this ordinance shall be in full force
and effect immediately after its passage in the manner
provided by law.

CITY OF ELGIN
I . SUBJECT
Consideration of Petition 69-93 Requesting an AB Area
Business District Conditional Use for a Master Signage
Plan; Property Located at 405 Airport Road; by Raymond
Management Company, Inc. , as Applicant, and Elgin Lodging
Partners, as Owner.
II . CONSIDERATIONS
A petition has been filed by Raymond Management Company,
Inc. requesting an AB Area Business District Conditional
Use for a Master Signage Plan. The subject property is
located at 405 Airport Road
The petitioner proposes to install two wall signs which
exceed the maximum sign surface area requirements .

The signs are proposed to be located on the west and south
building elevations of the Hampton Inn Hotel, oriented
towards Interstate I-90. The petitioner proposes further
to relinquish the right to install wall signs on the east
and north building elevations; and to limit the
freestanding signage to one 40 square foot, eight foot high
monument sign located along Airport Road.
III . FINDINGS
After due notice, as required by law, the Zoning &
Subdivision Hearing Board held a public hearing on Petition
69-93 on April 6, 1994 . The petitioner testified at the
public hearing. No other testimony was heard for or against
the petition.

A Petition Review, dated March 25, 1994 was submitted by
the . Planning Department, which neither recommended approval
f nor denial of Petition 69-94 . This Petition Review, along
with the exhibits attached thereto, and the written
transcription of the proceedings of the public hearing, are
attached hereto and made a part hereof.
The Zoning and Subdivision Hearing Board made the
following findings with respect to Petition 69-93:
A. Site Characteristics
The subject property contains 2 . 14 acres. The subject
property is being developed with a two-story, 109 room
hotel with an indoor swimming pool and accessory
off-street parking.
B. Sewer and Water
The subject property is served with sewer and water
systems installed by the developer of the Fox River
Business Center.
C. Traffic and Parking
The subject property has direct access to Airport
Road. Airport Road was designed and constructed to
accommodate the types and level of traffic generated
by the developing commercial and and industrial
subdivision.
Hotels generate an average of 10.5 vehicle trips per
room. Accordingly, the 109 room hotel can be expected
to generate 1144 .5 weekday vehicle trips .
The subject property is being developed in conformance
with the off-street parking ordinance.

E. Zoning Status
Hotels are listed as a permitted use in the AB
District. Master Sign Plans are allowed as a
conditional use in the AB District.
F. Surrounding Land Use and Zoning
The subject property is located within an area zoned
AB Area Business District. The surrounding area is
developing with retail, commercial service, and office
uses .
G. Trend of Development
The area in which the subject property is located is
developing with industrial, retail, commercial
service, and office uses .
H. Comprehensive Plan
The subject property is located in an area designated
"commercial" in the Northwest Area Plan, an amendment
to the Comprehensive Plan.
IV. RECOMMENDATIONS
On a motion to recommend approval of Petition 69-93, subject
to the following conditions:
1 . Conformance with the site plan, building elevations,
and petitioner's statement prepared by Raymond
Management Company, Inc. , dated December 20, 1993.
2 . No other wall signs and freestanding signs shall be
allowed other than as depicted on the building
elevation and site plan.
3. Compliance with all applicable codes and ordinances.
the vote was six yes and zero no.
Therefore, the motion to recommend approval of Petition
69-93 was adopted.
