I, Dolonna Mecum, certify that I am the duly appointed
and acting municipal clerk of the City of Elgin, Cook and Kane
Counties, Illinois .
I further certify that on February 24, 1993, the
Corporate Authorities of such municipality passed and approved
Ordinance No. G4-93, entitled An Ordinance Establishing Safe
Zones, which provided by its terms that it should be published
in pamphlet form.
e"' The pamphlet form of Ordinance No. G4-93, including
the Ordinance and a cover sheet thereof, was prepared, and a
copy of such Ordinance was posted in the municipal building,
commencing on February 25, 1993, and continuing for at least
ten days thereafter. Copies of such Ordinance were also
available for public inspection upon request in the office of
the municipal clerk.

Ordinance No. G4-93
AN ORDINANCE
ESTABLISHING SAFE SCHOOL ZONES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1 . That the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding Chapter
10 . 38 entitled "Safe School Zone", as follows :
CHAPTER 10.38
SAFE SCHOOL ZONE
10 . 38 . 010 Unlawful acts designated.
It is unlawful for any person to distribute on
any public sidewalk, street or way, unsolicited
material of any kind within 100 feet of the entrance
or exit of any elementary school property between
the hours of 7 : 45 a.m. to 8 :40 a.m. and 2 : 00 p.m. to
2 :55 p.m. , junior high or middle school between the
hours of 8 : 45 a.m. to 9 : 00 a.m. and 3 : 10 p.m. to
3 :25 p.m. , or high school between the hours of
7 : 30 a.m. to 7 :45 a.m. and 2 :55 p.m. to 3 : 10 p.m. on
days in which classes are in session.
Section 2 . That all ordinances or parts of ordinance
thereof in conflict with this ordinance are repealed.
Section 3 . That this ordinance shall be in full force
and effect ten days from and after its passage and publication
in the manner provided by law. {
