AN ORDINANCE
AMENDING ORDINANCE NO. S-864 GRANTING A
CONDITIONAL USE FOR A JUNIOR COLLEGE
WHEREAS, written application has been made to amend the
conditional use heretofore granted for a junior college at
1700 Spartan Drive; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice in the manner
required by law and has submitted its written findings and
recommended approval; and
WHEREAS, the City Council of the City of Elgin, Illinois,
concurs in the findings and recommendations of the Zoning and
Subdivision Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Zoning and
Subdivision Hearing Board, a copy of which is attached hereto
rft and made a part hereof by reference as Exhibit A.
Section 2 . That an amendment to a conditional use for a
junior college at 1700 Spartan Drive granted by Ordinance
S-864 over the following legally described property:
LOT 3 OF BURNIDGE BROTHERS INDUSTRIAL PARK, UNIT
NO. 2, IN THE CITY OF ELGIN, KANE COUNTY, ILLINOIS,
AND LOTS 21, 22 AND 23 AND THAT PART OF GALE STREET
LYING SOUTHERLY OF THE NORTH LINE EXTENDED EASTERLY
OF SAID LOT 2 IN BURNIDGE BROS. INDUSTRIAL PARK
COLLEGE VIEW, BEING A SUBDIVISION OF PART OF SECTION
21, TOWNSHIP 41 NORTH, RANGE 8 EAST OF THE THIRD
PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF
RECORDED IN THE RECORDER'S OFFICE OF KANE COUNTY, ON

1 . Substantial conformance with the site plan,
prepared by Architectural Services, dated and
revised August 18, 1993 .
2 . Compliance with all other applicable codes
and ordinances .
Section 3 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 4 . That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

FINDINGS OF FACT
ZONING AND SUBDIVISION HEARING BOARD
CITY OF ELGIN
I. SUBJECT
Consideration of Petition 43-93 Requesting an Amendment to
Ordinance No. S-864 which Annexed Certain Territories and
Classified a Portion of Said Territories as R-2 Single
Family Residence District with a Special Use to Permit
Colleges and Universities and Uses Accessory and Incidental
Thereto; Property Located at 1700 Spartan Drive; by
Community College District No. 509, as Applicant and Owner.
II. CONSIDERATIONS
A petition has been filed by Community College District No.
509 requesting an amendment to their existing conditional
use to approve a master plan for the Elgin Community
College main campus. The subject property is located at
1700 Spartan Drive.
The petitioner proposes to amend their conditional use to
reference a master plan for the Elgin Community College
main campus. Chapter 19 .05 of the Elgin Municipal Code
requires that any new construction started after August 2,
1992 shall be subject to review as a proposed amendment to
the conditional use. District No. 509 is seeking approval
of the enclosed master plan in anticipation of planned
improvements to be constructed over the next several years.
III. FINDINGS
After due notice, as required by law, the Zoning and
Subdivision Hearing Board held a public hearing on Petition
43-93 on September 7, 1993. The petitioner testified at
the public hearing. Proponents of the petition did not
testify at the public hearing, but an objector to the
petition testified at the public hearing. The objector
raised concerns over the impact of development on the
college campus and its relationship to stormwater
management in the adjoining residential area and wetlands.

Staff noted that the college must comply with all
stormwater and wetlands regulations. Neither written
correspondence in support of nor written correspondence in
objection to the petition have been submitted.
The Zoning and Subdivision Hearing Board has made the
following findings with respect to Petition 43-93:
A. Site Characteristics
The subject property contains approximately 110
acres. The campus is improved with administration and
classroom buildings, parking facilities, and other
related uses.
B. Sewer and Water
The subject property is served by municipal sewer and
water systems. Stormwater is controlled onsite.
C. Traffic and Parking
'Access to the campus is available from McLean
Boulevard via Fleetwood Drive and Spartan Drive, and
from South Street/Weld Road via Renner Drive and
Second Street.
Off-street parking is accommodated in existing parking
lots located in and around the campus. Areas are
reserved on the master plan for the construction of
additional parking lots as the need arises.
D. Zoning History
The campus was annexed and zoned R-2 District Special
Use for a College in 1967. The property was rezoned
to CF District with a Conditional Use for a Junior
College in 1992.
E. Zoning Status
The subject property is improved with a lawful
conditional use for a junior college.
F. Surrounding Land Use and Zoning
The area located to the north of the subject property
is zoned GI General Industrial District and MF
Multiple Family Residence District. The area is
developed with an industrial park and apartments.

The areas located to the south and west of the subject
property are zoned CF Community Facility District.
The areas are developed with a municipal golf course.
G. Trend of Development
The area .surrounding the subject property has
developed with institutional, commercial and
industrial uses.
H. Comprehensive Plan
The subject property is designated "community
facilities" .
IV. RECOMMENDATIONS
On a motion to recommend approval of Petition 43-93 ,
subject to the following conditions:
1. Substantial conformance with the Master Plan for Elgin
Community College, prepared byBurnidge Cassell and
Associates, dated August 18, 1993.
2. Compliance with all applicable codes and ordinances.
the vote was five yes, zero no, and one abstention.
Therefore, the motion to recommend approval of Petition 43-93
was adopted.
