TO: Mayor and City Council
Th
FROM: Mr. Larry Ri e, t afiager
SUBJECT: Authorized St ehcth rdinance
PURPOSE:
The proposed ordinance will allow the police department to
add one sworn member while the El Protector Grant is in effect.
BACKGROUND:
The Elgin Police Department has been working to improve rela-
tions with the Hispanic Community in Elgin, approximately 19%
of the city's population. It has been noted that a dispropor-
tionate number of traffic related arrestees have Hispanic sur-
names.
The Elgin Police began searching for a means to address this
problem and located the "El Protector" program operating in
Arizona and California. The program was researched and found to
have great value. The Elgin Police Department then sought and
secured funding through the Illinois Department of Transporta-
tion through Federal Traffic Safety Funds. In late June, the
Elgin Police Department was informed that the "El Protector"
Program had been selected for 100% funding for the next three
years. This funding would finance the full salary and benefits
for one police officer and a part-time secretary on a reimburse-
ment basis. Also authorized were various expenses and equip-
ment to begin the program in the northern Illinois area.
The request for increased strength is to replace the officer
intended to be dedicated to this program. Should the program
fail or if it is not renewed, the authorized strength would
return to its previous level.
C FINANCIAL IMPACT:
Personnel costs will be paid out of the City' s budget and
fully reimbursed.
r RECOMMENDATION:
The proposed change to the authorized strength ordinance be
approved.

SUBJECT: Bid for Production of Public Service
Announcements for the El Protector Program
PURPOSE
This memorandum will provide the Mayor and City Council
with information to consider awarding a contract for the
production of four (4) public service announcements for the El
Protector Traffic Safety Awareness Program.
BACKGROUND
As part of the agreement listed in the Grant for the El
Protector Program, the production and duplication of four (4)
video public service announcements will be subcontracted with

the Spanish speaking television stations in time for the

Department will also distribute copies of the public service
announcements to schools and other public service agencies.
Proposals for the production of the aforementioned public
service announcements began in mid-July, 1993, and were com-

( 1) Gaffer
( 1) Grip
( 1) Audio
( 1) Make-up
( 1) Producer will be assigned to provide you with all the pre-
planning prior to the shoot dates. This service includes
scripting and storyboards.
Blast Television Production carries $2,000,000 liability
insurance policy and will also included the City of Elgin as co-
insured.
We recommend that the actual shoot days be divided into an 'on
location' and 'studio' setting. This would allow you to maintain
the quality level of video tape on certain outdoor shots. By
using a video processes call 'Blue Screen" , we would be able to
appear to be shooting night time, outdoor scenes, in the studio.
video tape does not hold up too well under dark conditions and
this would be a way around this situation.
The camera that we would be using would be a Sony BVP 70. This is
a $65,000 camera with 700 lines of resolution and one of the best
chip cameras available.
Additional equipment we would supply include a fog machine, and
special effects generators to give your commercials a realistic
feel. The better produced your PSA's, the more frequent station
will run your message.
Total bid for (4 ) teaser : 10 second PSA's and
(4) : 30 second PSA's including station dubs $20,663
We will honor this bid for 30 days .
