the Ordinance and a cover sheet thereof, was prepared, and a
copy of such Ordinance was posted in the municipal building,
commencing on December 3, 1992, and continuing for at least ten
days thereafter. Copies of such Ordinance were also available
for public inspection upon request in the office of the
municipal clerk.

AN ORDINANCE
AMENDING CERTAIN TRAFFIC AND PARKING RESTRICTIONS WITHIN THE
CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1 . That Title 11, Chapter 11 . 20 of the Elgin
Municipal Code, 1976 , as amended, be and is hereby further
amended by deleting from the list of fifteen mile per hour
speed zones under Section 11 .20.030A the following:
Riverside Drive on the inner section at the
rear of the stores .
Section 2 . That Title 11, Chapter 11 . 20 of the Elgin
Municipal Code, 1976 , as amended, be and is hereby further
amended by adding to the list of fifteen mile per hour speed
zones under Section 11 .20 .030A the following:
Riverside Drive, northbound lane, from Prairie
Street to E. Chicago Street.
Riverside Drive, southbound lane, from
E. Chicago Street to Prairie Street.
Section 3 . That Title 11, Chapter 11 .24 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by deleting from the list of one-way streets in the
City of Elgin under Section 11 .24 . 020D the following:
South Grove Avenue from Prairie Street to Lake
Street.
Section 4 . That Title 11, Chapter 11 . 32 of the Elgin
Municipal Code, 1976 , as amended, be and is hereby further
amended by deleting from the list of stop intersections under
Section 11 . 32 . 030 the following:
Prairie Street. All vehicles being operated on
Prairie Street must stop at Wellington Avenue before
crossing or entering the same.
Section 5 . That Title 11, Chapter 11 . 32 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by adding to the list of stop intersections under
Section 11 . 32 . 030 the following:
rft Riverside Drive. All vehicles being operated
northbound on Riverside Drive must stop at the
driveway located approximately 250 feet south of
E. Chicago Street before crossing or entering same.
Riverside Drive. All vehicles being operated
in a westerly direction on Riverside Drive at the
northbound to southbound turnaround located
approximately 240 feet south of E . Chicago Street
must stop at the turnaround before crossing or
entering same.
Section 6 . That Title 11, Chapter 11 . 40 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by amending Section 11 .40 .080 entitled "Vehicle load
limit" to read as follows:
11 .40 . 080 Vehicle load limit.
A. It is unlawful for any person to operate
any motor vehicle on, upon or over the following
streets when such vehicle, with or without load,
exceeds six thousand pounds:
Southbound Riverside Drive, from
E. Chicago Street to Prairie Street.
B. It is unlawful for any person to operate
any motor vehicle on, upon or over the following
streets when such vehicle, with or without load,
r'' exceeds ten thousand pounds:
Lawrence Avenue from McLean Boulevard to
State Street ( Illinois Route 31) .
McClure Avenue from Highland Avenue to
Wing Street.
Bent Street from Liberty Street to Villa
Street.
C. The director of public works shall cause
signs indicating the foregoing weight limit to be
erected and maintained to and upon the approaches to
the foregoing streets .
Section 7 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by deleting from the list of streets where parking is
prohibited under Section 11. 60 .050P the following:
Riverside Drive. Riverside Drive, both sides
thereof, from E. Highland Avenue to Prairie Street.
Section 8 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by adding to the list of streets where parking is
prohibited under Section 11 .60 .050P the following:
eh- Riverside Drive. Riverside Drive, both sides
thereof, from E. Highland Avenue to E. Chicago
Street.
Riverside Drive. Riverside Drive, east side of
northbound lane, from Prairie Street to E. Chicago
Street.
Section 9 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by deleting from the list of two-hour parking zones
under Section 11 . 60 . 084 the following:
Lower level of the Riverside Municipal Parking
Deck.
Section 10 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by adding to the list of two-hour parking zones under
Section 11 . 60 . 084 the following:
Riverside Drive, northbound 55 spaces ( facing
northwest) from Prairie Street to E. Chicago Street
and southbound 36 spaces ( facing southeast) north of
Prairie Street.
Section 11 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by adding Section 11 . 60. 089 entitled "Monthly permit
parking zones" to read as follows :
11 . 60 . 089 Monthly permit parking zones .
A. The following streets and areas shall be
all-day monthly permit parking zones :
1 . Riverside Drive, southbound 66 spaces
( facing southwest) from Chicago Street to
Prairie Street.
2 . Riverside Drive, southbound 24 spaces
( facing southeast) immediately south of
E. Chicago Street.
B. Monthly permit parking zones are subject
to all day parking, 9 A.M. to 5 P.M. , Monday through
Saturday.
C. The finance director may lease these 90
parking spaces along Riverside Drive at a monthly
ek rate of thirty dollars . The lessee shall place the
parking permit on the front window so it is visible
from the front of the vehicle. Failure to comply
shall result in the revocation of the parking permit
and forfeiture of the paid parking fee.
Section 12 . That Title 11, Chapter 11. 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by deleting from the list of handicapped parking
spaces under Section 11 . 60 . 156 the following:
Riverside Drive Facility, two spaces .
Spiess Parking Deck, two spaces .
Section 13 . That Title 11, Chapter 11 . 60 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by adding to the list of handicapped parking spaces
under Section 11 . 60 . 156 the following:
Riverside Drive, from Prairie Street to
E. Chicago Street, seven spaces .
Municipal Lot L, bounded by Riverside Drive,
Prairie Street and S. Grove Avenue, four spaces .
Section 14 . That Title 11, Chapter 11 . 68 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by amending the four-hour parking zones under Section
11 . 68 . 125A to read as follows :
A. The following streets and areas shall be
metered four-hour parking zones :
Municipal Lot L bounded by Riverside
Drive, Prairie Street and S . Grove Avenue.
Section 15 . That Title 11, Chapter 11 . 68 of the Elgin
Municipal Code, 1976, as amended, be and is hereby further
amended by amending Section 11 . 68. 150 entitled "Civic center
parking zone" to read as follows :
11 . 68 . 150 Civic center parking zone.
A. The finance director may, in lieu of
parking meters, provide for attendant parking,
whereby the time of entry and exit to that parking
zone shall be determined and parking fees shall be
based on the amount of the time that the vehicle was
located in that zone.
B. The following hours are established for
operation of the civic center parking zone, bounded
by Douglas Avenue, Highland Avenue and North Grove
ebk Avenue, and the Spring Street Parking Facility:
1 . Monday and Thursday: eight a.m. to
ten p.m. ;
2 . Tuesday, Wednesday, Friday and
Saturday: eight a.m. to ten p.m. ;
3 . Christmas season (Thanksgiving to
December 25th) : eight a.m. to ten p.m.
C. The following rates be and are established
for parking in the civic center parking zone and the
Spring Street parking facility:
1 . First three hours, twenty-five cents
per hour or fraction thereof;
2 . Each additional hour or fraction
thereof, fifty cents;
3 . Maximum daily fee, three dollars and
twenty-five cents . Hourly fees shall apply
from eight a.m. to the time of exiting the lot
up to a maximum of three dollars and
twenty-five cents for each day regardless of
the number of hours parked if the ticket is not
presented upon exiting.
D. It is unlawful to park any vehicle over
twenty feet in length in any one parking space or to
park a vehicle in such a way that it requires more
than one parking space.
E. There is established a system of
validation stamps to be distributed to participating
merchants for a fee of twenty-five cents each. A
fee of twenty-one cents for each validation stamp is
established.
F. The finance director may lease each
parking space in the civic center parking zone for a
period of one month. The prepaid rate shall be
twenty-five dollars for a one-month lease. The
lessee shall only park in the assigned rows, place
the parking permit on the left front dashboard of
his vehicle so it is visible from the front of the
vehicles, and, upon leaving the parking area, sign
the ticket received on entering with his permit
number prior to presenting it to the attendant.
Failure to comply shall result in the revocation of
the parking permit and forfeiture of the paid
parking fee.
G. The finance director may lease each
r parking space of the Spring Street parking facility
at a monthly rate of thirty dollars . The lessee
shall place the parking permit on the front window,
so it is visible from the front of the vehicle and

rft. use their Cintac Card upon leaving. Failure to
comply shall result in the revocation of the parking
permit and forfeiture of the paid parking fee.
H. Except for authorized personnel it is
unlawful for any person to enter or remain upon or
within either of the parking facilities described in
subsection B of this section during hours of
operation for a period of time in excess of fifteen
minutes . Provided, however, this section shall
apply to the following:
1 . Owners, drivers or passengers of
vehicles parked in either facility;
2 . Mechanics, tow truck operators or
other auto service personnel present to service
a vehicle parked in either facility.
Section 16 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 17 . That this ordinance shall be in full force
and effect ten days after its passage and publication in
