AN ORDINANCE
GRANTING A SPECIAL USE FOR A DAY CARE CENTER
(2490 Alft Lane)
WHEREAS, written application has been made for a special
use for the establishment, maintenance and operation of a day
care center at 2490 Alft Lane; and
WHEREAS, the Land Use Committee conducted a public
hearing after due notice by publication and has submitted its
findings of fact and recommended approval; and
WHEREAS, the City Council of the City of Elgin concurs in
the findings and recommendation of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Elgin Land Use
Committee, a copy of which is attached hereto and made a part
hereof by reference as Exhibit A.
Section 2 . That a special use for a day care center at
2490 Alft Lane, Elgin, Illinois, legally described as follows :
Lots 7 and 8 in Westfield Business Park, a
subdivision of part of the Northeast Quarter of
Section 31, Township 42 North, Range 8 East of the
Third Principal Meridian, in the City of Elgin, Kane
County, Illinois .
be and is hereby granted subject to the following conditions :
1 . Substantial conformance to the site plan
prepared by Richard A.M. Potokar, Inc. and dated May
4, 1992 .
2 . Compliance with all other applicable codes
and ordinances .
Section 3 . That the special use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
Section 4 . That this ordinance shall be in full force
and effect after its passage in the manner provided by law.

FINDINGS OF FACT
LAND USE COMMITTEE
PLANNING AND LAND USE COMMISSION
CITY OF ELGIN
I. SUBJECT
Consideration of Petition 19-92 Requesting a M-2 General
Manufacturing District Special Use for a Day Care Center;
Property Located at 2490 Alft Lane; by FCC National Bank,
as Applicant, and Frink Dental Supply Company, as Owner.
II. CONSIDERATIONS
A petition has been filed by FCC National Bank requesting
a M-2 General Manufacturing District Special use for a Day
Care Center. The subject property is located at 2490 Alft
Lane in Westfield Business Park.
The proposed day care center would serve an estimated 140
children of persons employed by FCC National Bank.
III.FINDINGS
After due notice, as required by law, the Land Use
Committee held a public hearing on Petition 19-92 on May
4, 1992. The petitioner testified at the public hearing.
Proponents of the petition did not testify at the public
hearing, and objectors to the petition did not testify at
the public hearing. Written correspondence in support of
the petition has not been submitted, and written
correspondence in objection to the petition has not been
submitted.
The Land Use Committee has made the following findings
with respect to Petition 19-92:
A. Site Characteristics: The proposed day care center
is located on the corporate campus of the First
Chicago Corporation First Card facility in the
Westfield Business Park. The First Card facility
contains . approximately 326 ,000 square feet of floor
area. The proposed day care center would contain
approximately 10,000 square feet of floor area and
would be located on one acre of land contained on a
six acre parcel.

B. Sewer and Water: There are no capacity limitations
regarding the availability of sewer and water for the
subject property.
C. Traffic and Parking: The subject property is
located on the northeast corner of Alft Lane and
Westfield Drive in the Westfield Business Park. No
traffic counts are available for Westfield Business
Park. The only additional traffic that would be
generated by this facility would be the day care
employees since all children would be brought to the
facility by employees of First Card.
On site parking is currently provided for the First
Card employees. Therefore, the only parking that will
be required will be for employees of the day care
center and visitor parking, including handicap parking
stalls.
D. Zoning History: The subject property was annexed to
Elgin in 1988 and zoned M-2 General Manufacturing
District.
E. Zoning Status: The proposed day care center would be
f"` a lawful special use of the subject property.
F. Surrounding Land Use and Zoning: The areas north,
east, south and west of the subject property are zoned
M-2 General Manufacturing District. The only
established land use is the First Card corporate
offices.
G. Trend of Development: The trend of development
along Randall Road south of the I-90 tollway has been
office, research and industrial.
H. Comprehensive Plan: The Northwest Area Plan, an
amendment to the Comprehensive Plan, designates this
area as Office, Research and Industrial.
IV.RECOMMENDATION
On a motion to recommend approval of Petition 19-92,
subject to the following conditions:
1. Substantial conformance to the site plan.
2. Compliance with all other applicable codes and
ordinances.
