Ordinance No. G48-90
AN ORDINANCE
GRANTING A SPECIAL GRAPHICS DISTRICT
(21 Lincoln Avenue)
WHEREAS, written application has been made for a
variation of the community graphics ordinance to permit the
establishment of a special graphics district at 21 Lincoln
Avenue, Elgin, Illinois; and
WHEREAS, the Land Use Committee conducted a public
hearing after due notice by publication and has submitted its
findings of fact and recommended approval; and
WHEREAS, the City Council of the City of Elgin concurs
in the findings and recommendation of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Elgin Land Use
Committee, a copy of which is attached hereto and made a part
hereof by reference as Exhibit A.
Section 2 . That a variation of the community graphics
ordinance to permit the establishment of a special graphics
district at 21 Lincoln Avenue, Elgin, Illinois, legally
described as follows:
Lots 4 , 5 , 6 , 7, 8 , 9 and the North one-third
of Lot 12 in Block IX in Lovell' s Addition to
Elgin, lying South of Lincoln Avenue, in the City
of Elgin, Kane County, Illinois.
be and is hereby granted subject to the following conditions:
1 . The subject property shall be limited to
one single sided freestanding sign, located at the
main entry to the Elgin Riverside Club.
2 . Height of sign not to exceed 10 feet.
3. Area of sign not to exceed that which is
currently framed.
4. Sign to be externally illuminated.
5 . Conformance with all other applicable
eft codes and ordinances.
Section 3 . That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

CITY OF ELGIN
I . SUBJECT
Consideration of Petition 35- 90 Requesting Approval of a
Special Graphics District , property located at 21 Lincoln
Avenue , by the Elgin Riverside Club , Incorporated , as
Applicant and Owner.
II . QONSIDERATIQNS
A petition has been filed by the Elgin Riverside Club ,
Inc . , requesting approval of a Special Graphics District .
The subject property is located at 21 Lincoln Avenue.
The petitioner proposes to erect and maintain one entry
sign identifying the location and entrance to the Elgin
Riverside Club . The proposed sign is to be internally
illuminated , and a maximum 18 feet in height and 32 square
feet in area .
III . FINDINGS
After due notice , as required by law, the Land Use
Committee held a public hearing on the proposed special
graphics district on - July 9 , 1990 . The petitioner
testified at the public hearing and presented documentary
evidence . Objectors appeared at the hearing and written
objection has been filed .
A majority of the Land Use Committee has made the following
findings with respect to Petition 35- 90 :
A. Site Characteristics : The subject property consists of
six ( 6) parcels of land with a combined area of
approximately two acres .
B . Sewer and Water: The requested special graphics
district would have no impact on sewer and water.
C. Traffic and Parking : The requested special graphics
district would have no impact on traffic and parking .

E. Zoning Status : The zoning status of the subject
property is a lawful non-conforming private club .
F. Surrounding Land Use and Zoning : The area located to
the north of the subject property is zoned M- 1 Limited
Manufacturing District and is developed with the D .C .
Cook Publishing Company. The areas located to the
east , south and west of the subject property are zoned
R-4 General Residence District and are developed with
single family and two family residences .
C . Trend of Development : The subject property is located
in an established neighborhood adjacent to the Fox
River.
H. Sign Variation Standards : A majority of the Land Use
Committee is of the opinion that the proposed special
graphics district is in substantial conformance with
the sign variation standards .
I . Conditions for Approval : A majority of the Land Use
Committee is of the opinion that approval of Petition
35- 90 should be subject to the following conditions :
1 . The subject property shall be limited to one single
sided freestanding sign located at the main entry
to the Elgin Riverside Club .
2 . Height of sign not to exceed 10 feet .
3 . Area of sign not to exceed that which is currently
framed .
4 . Sign to be externally illuminated .
S . Conformance with all other applicable codes and
ordinances .

IV. RECOMMENDATION
On a motion to recommend approval of Petition 35- 90 ,
subject to the conditions for approval , the vote was five
( 5) yes and one ( 1) no .
Therefore , the motion to recommend approval of Petition
35- 90 was adopted .
