G48-87 AMENDING A SPECIAL USE FOR A TEMPORARY MOBILE MAGNETIC RESONANCE IMAGING FACILITY WHEREAS, by Ordinance No. G48-87 passed August 12, 1987 a special use permit was granted to Sherman Hospital for the establishment, operation and maintenance of a temporary mobile magnetic resonance imaging facility; and WHEREAS, a written application has been made to amend the special use permit granted by said ordinance so as to permit a permanent building for a Magnetic Resonance Imaging Facility and to provide for a future mobile diagnostic and treatment facility adjacent to the proposed permanent Magnetic Resonance Imaging Facility building; and WHEREAS, the Land Use Committee conducted a public hearing after due notice by publication and has submitted its findings of fact and recommended approval; and WHEREAS, the City Council of the City of Elgin concurs in the findings and recommendation of the Land Use Committee. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That the City Council of the City of Elgin hereby adopts the findings of fact made by the Elgin Land Use Committee, a copy of which is attached hereto and made a part hereof by reference as Exhibit A. Section 2. That a special use to permit a permanent building for a Magnetic Resonance Imaging Facility and to provide for a future mobile diagnostic and treatment facility adjacent to the proposed permanent Magnetic Resonance Imaging Facility building, legally described as follows: Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, I I, 12, 13, 14, 15 and 16 in Block I and Lots I, 2, 3, 4, 5, 6, 7 and 8 in Block II and that part of vacated North Center Street lying westerly of that adjoining said Lots I through 8 in Block II, all in Slade's Addition to Elgin, in the City of Elgin, Kane County, Illinois. Also Lots I, 2, 3, 4, 5, 6, 7 and 8 in Block IV of Congdon's 2nd Addition to Elgin, in the City of Elgin, Kane County, Illinois. Also Lots 11, 12, 13, 14 and 15 of Block I, Grote and Waldron's 2nd Addition to Elgin, in the City of Elgin, Kane County, Illinois (said property is commonly known as 934 Center Street). be and is hereby granted subject to the following conditions: I. Provision of adequate off-street parking in the amount of 1,044 parking spaces. The parking would be required to be constructed prior to construction of the Magnetic Resonance Imaging Facility in order to assure sufficient parking capability. 2. The proposed future mobile diagnostic and treatment facility shall be limited to a temporary facility with operation limited to a five year period from initial occupancy. 3. The location of the proposed permanent Magnetic Resonance Imaging Facility shall be in substantial conformance to Sherman Hospital Proposed Site Plan prepared by Walker Parking dated June 12, 1990 and the Sherman Hospital Magnetic Resonance Imaging Facility Site Plan prepared by PDC Facilities, Incorporated dated June 22, 1990. 4. Future parking lot development south of Slade Avenue and east of Center Street shall proceed in a southerly direction, in a contiguous manner. 5. Compliance with all other applicable codes and ordinances. Section 3. That, except as amended herein, Ordinance No. G48-87 remains in full force and effect. Section 4. SUBJECT Consideration of Petition 45- 90 Requesting an Amendment to Ordinance No . G48-87 to Permit the Construction of a Permanent Magnetic Resonance Imaging (MRI ) Facility and a Surface Parking Lot , property located at 811 , 819 , 825 , 833 , 835 and 934 Center Street , by Sherman Hospital , as Applicant and Owner. II . CONSIDERATIONS A petition has been filed by Sherman Hospital which requests ( 1) an amendment to Ordinance G48-87 which amended the special use granted for a Planned Unit Development , to provide for a permanent building for a Magnetic Resonance Imaging (MRI ) Facility and to provide for a future mobile diagnostic and treatment facility adjacent to the proposed permanent MRI Facility building , ( 2) to provide for an amendment to Ordinance G48-87 to expand the current special use Planned Unit Development area to provide additional off-street parking , and (3) to amend the Long Range Concept Plan to provide for off-street parking construction from south to north on the east side of Center Street . The petitioner is requesting an amendment to Ordinance • G48-87 to provide for the replacement of the temporary (5 year term 1987- 1992) mobile Magnetic Resonance Imaging (MRI ) Unit with a permanent MRI Facility building . In conjunction with the proposed permanent MRI Facility the petitioner is requesting the ability to temporarily relocate the existing mobile MRI Unit during construction . Additionally, the petitioner is requesting approval for a proposed future mobile diagnostic and treatment unit adjacent to the proposed permanent MRI Facility building . The petitioner is also requesting an amendment to Ordinance 048-87 to expand the special use for a Planned Unit Development to include 811 , 819 , 825 and 833- 35 Center Street to provide additional off-street parking . The petitioner is also proposing to amend the Long Range Concept Plan for Sherman Hospital to provide for the construction of surface off- street parking on the east side of Center Street from south to north rather than the provided north to south construction pattern . -Page 1- r • Finally, the petitioner is requesting the Planned Unit Development be amended to provide for staff review and approval of future construction if said construction is in substantial compliance with the Long Range Concept Plan , the Sherman Hospital Site Plan , Preliminary Engineering Plans as well as all applicable codes and ordinances . III . FINDINGS After due notice , as required by law , the Land Use Committee held a public hearing on the proposed amendment to the P.U. D. on August 6 , 1990 . The petitioner testified at the hearing and presented documentary evidence . Objectors appeared at the hearing . No written objection has been filed . The Land Use Committee has made the following findings with respect to Petition 45-90 : A. Site Characteristics : The Sherman Hospital campus is located on the block bounded by Cooper Avenue , Slade Avenue , Prospect Boulevard and Spring Street , and on the Center Street block face between Slade and Lincoln r Avenues . The site is improved with a multi-story hospital structure and attached surgical pavilion , a multi-story medical office building , a parking deck containing 437 parking spaces and accessory off-street parking lots containing 635 parking spaces . B. Sewer and Water : The subject property is served by watermains ranging from eight to 24 inches , sanitary sewers ranging from eight to 12 inches , and storm sewers ranging from 10 to 12 inches . There are no capacity limitations for the proposed use at the subject property. Source : Engineering Division , City of Elgin . C. Traffic and Water : Slade Avenue functions as a major collector street for the northeast portion of the city. Slade Avenue , between North Grove Avenue and Dundee Avenue has a design capacity of approximately 12 ,500 vehicles per day. Currently, Slade Avenue carries approximately 6 , 900 vehicles per day ( 1986 count) . r -Page 2- eft The proposed addition of a permanent Magnetic Resonance Imaging Facility building would displace 28 off-street parking spaces . The hospital is required by ordinance G48-87 to provide 845 parking spaces for the hospital use ( 2 . 14 parking spaces per bed ) , 180 parking spaces for the medical office building ( 6 parking spaces per physician) and 17 parking spaces for the Mobile Magnetic Resonance Imaging Unit , for a total of 1 ,042 off-street parking spaces . The hospital currently has provided 1 ,072 parking spaces . The proposed permanent MRI Facility would reduce current available parking to a total 1 ,044 and would also add to the required number of parking spaces by 4 for a total number of required parking spaces of 1 ,046 . In conjunction with the proposed permanent MRI Facility building the petitioner is proposing to construct a 149 space parking lot on the east side of Center Street between Slade Avenue and Lincoln Avenue . The combination of a permanent MRI Facility and the proposed parking lot would result in a total of 1 , 193 parking spaces . The number of required parking spaces would total 1 ,046 . t The proposed permanent MRI Facility would add approximately four additional employees and will generate approximately 16 additional trips per day. Zoning History: 1927 A-Res . 1960 A/B-Res . 1962 R- 2/R- 3 1950 A/B- Res . 1961 A/B-Res . Present R- 2/R- 3 E. Zoning Status : The subject property is a lawful , conforming Planned Unit Development . F. Surrounding Land Use and Zoning : The areas to the north and west are zoned R- 2 Single Family Residence District . The area east and south of the subject property is zoned R- 2 Single Family Residence District ' and R- 3 Two Family Residence District . The entire area surrounding the subject property is developed with r residential uses , primarily with single family and two family residences . -Page 3- r G . Trend of Development : Sherman Hospital is located in a mature residential neighborhood in the northeast portion of Elgin. H. Comprehensive Plan : The subject property is recognized as an existing "community facility" located in the northeast neighborhood . I . P. U. D . Standards : The Land Use Committee is of the opinion that Petition 45- 90 is in substantial conformance with the P. U. D. standards . J. Conditions for Approval : The Land Use Committee is of the opinion that approval of Petition 45-90 should be subject to the following conditions : 1 . Compliance with Ordinance No . G48-87 except as amended . 2 . Provision of adequate off-street parking in the amount of 1 ,046 parking spaces . The parking would be required to be constructed prior to construction of the MRI Facility in order to assure sufficient rft parking capability. 3 . The proposed future mobile diagnostic and treatment facility shall be limited to a temporary facility with operation limited to a five year period from initial occupancy. 4 . The location of the proposed permanent Magnetic Resonance Imaging Facility shall be in substantial conformance to Sherman Hospital Proposed Site Plan prepared by Walker Parking dated June 12 , 1990 and the Sherman Hospital MRI Facility Site Plan prepared by PDC Facilities , Incorporated dated June 22 , 1990 . 5 . Future parking lot development south of Slade Avenue and east of Center Street shall proceed in a southerly direction , in a contiguous manner. 6 . Future construction as provided for in G48-87 shall be permitted as long as all required parking needs are satisfied during construction as well as after construction , and the development site is contained with an area legally described in the most recently ' adopted P. U. D . ordinance , and the proposed construction is consistent with the most recent amendment of the Long Range Concept Plan . 7 . Compliance with all other applicable codes and ordinances . -Page 4- IV. RECOMMENDATION On% a motion to recommend approval of Petition 45- 90 , subject to the conditions for approval , the vote was six (6) yes and zero (0) no .
