AN ORDINANCE
GRANTING A SPECIAL USE FOR A PARKING LOT
WHEREAS, written application has been made for a special use for the establish-
ment, maintenance and operation of a special use for a parking lot at 1096 Bluff City
Boulevard; and
WHEREAS, the Land Use Committee conducted a public hearing after due notice
by publication and has submitted its findings of fact and recommended approval; and
WHEREAS, the City Council of the City of Elgin concurs in the findings and
recommendation of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section I. That the City Council of the City of Elgin hereby adopts the findings
of fact made by the Elgin Land Use Committee, a copy of which is attached hereto and
made a part hereof by reference as Exhibit A.
Section 2. That a special use for a parking lot at 1096 Bluff City Boulevard,
Elgin, Illinois, legally described as follows:
Lots 32, 33, and 34 in Block 3 in Ludlow and Stelford's Addition to
Elgin, being a subdivision of the Southeast Quarter of Section 19, Township
41 North, Range 9 East of the Third Principal Meridian, in the City of
Elgin, Cook County, Illinois.
be and is hereby granted subject to the following conditions:
I. Substantial conformance with the site plan prepared by Marvin
Joseph, dated February 10, 1989. Site improvements to include two trees
and one hundred percent screening along the north property line.
2. The off-street parking lot shall be used exclusively for the
parking of passenger vehicles or other vehicles necessary for the use
served; and shall not be used for the storage of other types of equipment or
materials.
3. Compliance with all other applicable codes and ordinances.
Section 3. That the special use granted herein shall expire if not established
within one year from the date of passage of this ordinance.
Section 4. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

CITY OF ELGIN
I . SUBJECT
Consideration of Petition 70-89 Requesting a M- 1 Limited
Manufacturing District Special Use for a Parking Lot ,
property located at 1096 Bluff City Boulevard , by Francisco
Gomez , as Applicant and Owner .
II . CONSIDERATIONS
A petition has been filed by Mr . Frank Gomez requesting a
M- i limited Manufacturing District special use for an
off-street parking lot . The subject property is located at
1096 Bluff City Boulevard .
The petitioner is requesting a special use to establish an
off-street parking lot on the subject property. Special
use approval is required due to the fact that the parking
lot is not accessory to a building located on the property.
The petitioner received approval of a similar request in
1986 . However , the special use lapsed when the petitioner
was unable to complete the required site improvements
within a specified time period .
III . FINDINGS
After due notice , as required by law , the Land Use
Committee held a public hearing on the proposed special use
on September 5 , 1989 . The petitioner testified at the
hearing and presented documentary evidence . No objectors
appeared at the hearing and no written objection has been
filed .
The Land Use Committe has made the following findings with
respect to Petition 70-89 :
A. Site Characteristics : The subject property is comprised
of three parcels containing a total of approximately
19 ,087 square feet . The property is improved with a
paved driveway and a perimeter fence as depicted on
Exhibit C.
B. Sewer and Water : The subject property can be serviced
from a twelve inch watermain and an eight inch sanitary

sewer located along Bluff City Boulevard . Stormwater
flows overland to a drainage ditch which parallels the
U. S. Route 20 Bypass .

C. Traffic and Parking : Bluff City Boulevard functions as
a minor arterial street , connecting U. S. Route 20 and
Illinois State Route 25 . Bluff City Boulevard has a
design capacity of approximately 14 ,000 vehicles per
day. No traffic counts are available .
Trip generation figures are not available for parking
lots , when established as a principal use . In
addition , the proposed parking lot is not accessory to
a building located on the property. Accordingly, there
is no requirement for a minimum number of parking
spaces .

C E. Zoning Status : The property is improved with a
nonconforming parking lot . Special use approval and
the completion of various improvements are required in
order to establish the parking lot as a lawful
principal use of the property.
F. Surrounding Land Use and Zoning : The area located to
the north of the subject property is zoned R- 2 . The
U. S . Route 20 Bypass is located to the immediate north
of the property.
The areas located to the east and west of the property
are zoned M- 1 . These areas are developed with various
automobile related uses and manufacturing uses ,
interspersed with some residences . A single family
residence is located to the immediate west of the
subject property.
The area located to the south of the subject property
is zoned R- 2 . The area is developed with the Bluff
City Cemetery.
G. Trend of Development : The properties fronting along
the north side of Bluff City Boulevard , and which are
located in the general area of the subject property ,

are developing with a mix of various commercial service
and manufacturing uses .
H. Comprehensive Plan : The subject property is designated
"mixed commercial and industrial" .
I . Special Use Standards : The proposed special use for a
parking lot is in substantial conformance with the
special use standards .
J. Conditions for Approval : The Land Use Committee is of
the opinion that approval of Petition 70-89 should be
subject to the following conditions :
1 . Revisions to the site plan prepared by Marvin
Joseph , dated February 10 , 1988 , per the Planning
Department .
2 . Substantiai . conforaance with the revised site plan.
3 . The off-street parking lot shall be used
exclusively for the parking of passenger vehicles
or other vehicles necessary for the use served ; and
shall not be used for the storage of other types of
equipment or materials .
4. Compliance with all other applicable codes and
ordinances .
IV. RECOMMENDATION.
On a motion to recommend approval of Petition 70-89 ,
subject to the conditions for approval , the vote was seven
( 7 ) yes and zero (0) no .
Therefore , the Land Use Committee recommend approval of
Petition 70-89 .

AN ORDINANCE
PROVIDING FOR THE TRANSFER OF BIG TIMBER ROAD IN ELGIN
TO THE MUNICIPAL STREET SYSTEM
WHEREAS, the County of Kane and the City of Elgin under date of October 25,
1989, entered into an agreement for transfer of jurisdiction of Big Timber Road to the
municipal street system.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section I. That the improvement of Big Timber Road from State Street (Illinois
Route 31) to McLean Boulevard within the city limits be added to the municipal street
system.
Section 2. That the City Clerk is directed to forward a certified copy of this
ordinance to the State of Illinois through its District Engineer's Office at 201 West
Center Court, Schaumburg, Illinois.
