AN ORDINANCE
AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE
CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section I. That Title 11, Chapter 11.60, Section 11.60.065(A), of the Elgin
Municipal Code, 1976, as amended, be and is hereby further amended by adding the
following:
"8. Upon property owned by the Elgin Housing Authority.
9. The grounds of Sherman Hospital.
10. Garden Quarter complex."
Section 2. That all ordinances or parts of ordinances in conflict with the provi-
sions of this ordinance be and are hereby repealed.
Section 3. That this ordinance shall be in full force and effect ten days after its
passage and publication in pamphlet form in the manner provided by law.

MEMORANDUM
TO: Mayor and the Elgin City Council
FROM: James J. Cook, City Manager
SUBJECT: Prohibiting Parking Within Fire Lanes on Private Property
PURPOSE: The purpose of this memo is to transmit a draft ordinance to the City
Council regarding regulation of fire lanes on private properties.
BACKGROUND: Recently the City of Elgin has entered into agreements with the Elgin
Housing Authority, Sherman Hospital and Garden Quarters complex which authorize the
City Police Department to ticket and tow vehicles parked within designated fire lanes on
these properties. The Elgin Municipal Code must be amended to add these properties to
the list of those areas where such enforcement is permitted. Attached hereto is a draft
ordinance to accomplish this goal.
FINANCIAL IMPACT: Not applicable.
RECOMMENDATION: It is recommended that the attached ordinance be approved.
