AN ORDINANCE
AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE
CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section I. That Title I I, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting Section 11.60.030.
Section 2. That Title 11, Chapter 1 1.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting Sections I1.60.050A through
I I.60.050L.
Section 3. That Section 11.60.050 of Chapter 11.60 of the Elgin Municipal Code,
1976, as amended, be and is hereby further amended to read as follows:
11.60.050 Stopping, standing, parking prohibited where.
At any time, it is unlawful to permit any vehicle to park or stand in
any of the following places except when necessary to avoid conflict with
other traffic or in compliance with the direction of a policeman or traffic
signal, no person shall stop, stand or park a vehicle:
A. Within any intersection;
B. On any crosswalk or railroad crossing;
C. On any sidewalk, parkway or tree bank;
D. Upon any bridge or viaduct, or in any subway or the approach
thereto, excepting the National Street, Chicago Street and Highland
Avenue bridges as posted;
E. Between a safety zone and the adjacent curb or within twenty
feet of a point on the curb immediately opposite the end of a safety zone,
unless the traffic authority indicates a different length by signs or
markings;
F. Within twenty feet upon the approach of any crosswalk;
G. At any place where the standing of a vehicle would reduce the
usable width of the roadway for moving traffic to less than eighteen feet;
H. At any curb within fifteen feet of a fire hydrant;
I. At any place where the vehicle would block the use of a
driveway;

J. Within ten feet of the nearest rail of a railroad grade crossing on
the following roads:
Douglas Avenue between Dexter Street and Division Street;
Division Street between Douglas Avenue and North Spring Street;
East Highland Avenue between Douglas Avenue and North Spring
Street;
East Chicago Street between Douglas Avenue and Spring Street;
South Spring Street between East Chicago Street and DuPage
Street;
DuPage Street between South Spring Street and Villa Street;
Fulton Street between South Spring Street and Villa Street;
K. Within fifty feet of the nearest rail of a railroad grade crossing;
L. Within twenty feet of the driveway entrance to any fire
department station and on the side of the street opposite the entrance to
any such station within seventy-five feet of such entrance;
M. At any place where official signs prohibit standing or parking;
N. On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
0. Along side or opposite any street excavation or obstruction when
stopping, standing or parking would obstruct traffic.
Section 4. That Section 11.60.050M shall be retitled as Section 11.60.050P.
Section 5. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding the following:
Q It is unlawful for any person to park or the owner of any vehicle
to permit a vehicle owned by him to be parked in any parking space for a
period longer than the legal parking period to which he is entitled by the
posted time limits. Nothing herein provided shall prohibit any person from
parking in or remaining in any such space during the period which legal
parking is indicated by the posted time limits, not to exceed the maximum
number of hours permitted.
Section 6. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting from the list of streets where
parking is prohibited under Section I I.60.050P the following:
Chicago Street. Chicago Street, north side, from Douglas Avenue to
Spring Street from three p.m. to six p.m. on Monday through Friday and
from nine p.m. to one p.m. on Saturday.

E. Chicago Street. East Chicago Street on the north side thereof
between Riverside Drive and Grove Avenue, from three p.m. to six p.m.
Tuesday through Friday, both days inclusive, three p.m. to nine p.m. on
Monday, and six a.m. to six p.m. on Saturday.
Dexter Street. Dexter Street, north side thereof, between Center
Street and Spring Street.
Geneva Street. Geneva Street, east side thereof, from the crosswalk
at Chicago Street to a point one hundred twenty feet north.
North Spring Street on the east side thereof between East Highland
Avenue and Division Street.
North Spring Street on the east side thereof from North Street
northerly for one-half block.
North Spring Street on both sides thereof from North Street northerly
for one-half block.
North Spring Street on both sides thereof from Kimball Street
southerly for one-half block.
North Spring Street on, the west side thereof between East Chicago
Street and East Highland Avenue.
North Spring Street, west side between Division Street and East
Highland Avenue.
Section 7. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding to the list of streets where parking
is prohibited under Section 11.60.050P the following:
Chicago Street Bridge, north side thereof, from State Street to
Riverside Drive.
E. Chicago Street. East Chicago Street on the north side thereof
between Riverside Drive and Grove Avenue.
E. Chicago Street, south side thereof, from Riverside Drive to
Douglas Avenue.
E. Chicago Street, north side thereof, from North Grove Avenue to
Douglas Avenue.
E. Chicago Street, north side thereof, easterly from the intersection
with Spring Street one-half block.
E. Chicago Street, north side thereof, from 108 feet west of the
intersection with Spring Street.
E. Chicago Street, south side thereof, from 129 feet west of the
intersection with Spring Street.

West Chicago Street, both sides thereof, from State Street to the
Chicago, St. Paul and Pacific Railroad tracks.
Dexter Avenue. Dexter Avenue, north side thereof, between Center
Street and Spring Street.
Division Street, north side thereof, from 62 feet east of the inter-
section with the Chicago and Northwestern Railroad tracks.
Division Street, north side thereof, from 20 feet east of the inter-
section with the Chicago and Northwestern Railroad tracks.
Division Street, north side thereof, from 110 feet west of the inter-
section with North Spring Street.
Division Street, south side thereof, from 120 feet west of the inter-
section with North Spring Street.
Division Street, north side thereof, from 61 feet west of the inter-
section with Center Street.
Division Street, north side thereof, from 133 feet east of the inter-

South State Street, east side thereof, from 90 feet south of the
intersection with West Chicago Street to 180 feet south of the intersection

Section 8. That Chapter 11.60, Section 11.60.070 of the Elgin Municipal Code,
1976, as amended, be and is hereby amended to read as follows:
11.60.070 Limited parking areas--One hour or more.
A. When signs are erected in each block giving notice thereof, no
person shall park a vehicle for longer than two hours at any time between
the hours of nine a.m. and six p.m. on Tuesdays, Wednesdays, Fridays and
Saturdays, or between the hours of nine a.m. and nine p.m. on Mondays and
Thursdays, public holidays excluded, within the districts or upon any of the
streets hereinafter set forth:
I. West Side District. Beginning at the center of Fox River on
the north line of Lawrence Avenue; thence westerly on Lawrence Avenue
to the west line of Jackson Street; thence southerly on Jackson Street to
the south line of Locust Street; thence easterly on Locust Street and
Locust Street extended to the thread line of Fox River; thence northerly
along the thread line of Fox River to the place of beginning.
2. The following streets and places:
Bartlett Place.
Bluff City Boulevard, north side thereof, from Saint Charles
Street to Raymond Street; and on the south side thereof, from a
point sixty feet west of Saint Charles Street to Raymond Street.
Chester Avenue, both sides thereof, from Dundee Avenue to
Liberty Street.
Hendee Street, west side thereof, from Washburn Street to
Walnut Avenue.
North Spring Street on the west side thereof between Slade
Avenue and Cooper Avenue.
Raymond Street on both sides thereof from Gifford Place to
National Street, and on the west side thereof from National
Street to Yarwood Street.
Ryerson Avenue, west side, from Walnut Avenue to
Washburn Street.
Seneca Street from Dundee Avenue to Saint John Street.
Slade Avenue on the north side thereof from Dundee Avenue
to Liberty Street.
Standish Street from Ely Street to State Street.
l State Street on both sides thereof from Locust Street to
Standish Street, and on the east side thereof from Standish
Street to Walnut Avenue.

Walnut Avenue from Hendee Street to Billings Street.
Watch Street from Wellington Avenue to Raymond Street
and on the south side thereof from Raymond Street to Saint
Charles Street.
Parking time in the area above described may be extended to not more than
three hours by order of the director of public works, or chief of police in
his absence.
B. When signs are erected on each block giving notice thereof, no
person shall park a vehicle for longer than two hours during the hours of
eight a.m. and four p.m. on Monday through Friday upon any of the streets
hereinafter set forth:
Van Street from Commonwealth to DuBois.
C. The provisions of this sections shall not be construed to permit
the parking of vehicles in any place where such parking is prohibited by any
other ordinance or any other section of this title.
D. The director of public works, or chief of police in his absence,
may designate by official signs a space on both sides of the street in each
block in the limited parking districts not to exceed eighteen feet in length
wherein it shall be unlawful,for any person to park any vehicles for more
than five minutes. Such five-minute parking space shall be so located as to
permit the operator of a vehicle to pull away from the curb without
backing across any crosswalk.
Section 9. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding to the list of fifteen-minute
parking zones under Section 11.60.081 the following:
Highland Avenue Bridge, south side thereof, the westerly two parking
spaces.
Lake Street, north side thereof, from Wellington Avenue to Villa
Street.
Section 10. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting from the list of thirty-minute
parking zones under Section 11.60.082 the following:
Douglas Avenue, both sides thereof, from Kimball Street to North
Street.
East Chicago Street, south side thereof, from Douglas Avenue to
Center Street.
South Spring Street, east side thereof, from the Chicago and North-
western Railway tracks to Prairie Street.

zones under Section 11.60.082 the following:
East Chicago Street, south side thereof, from 129 feet east of the
Chicago and Northwestern Railroad tracks westerly to 189 feet east of the
Chicago and Northwestern Railroad tracks.
Chicago Street Bridge, south side thereof, the westerly one space.
South Spring Street, east side thereof, from the Chicago and North-
western Railroad tracks southerly to DuPage Street.
Municipal parking lot at the southwest corner of Kimball Street and
North Grove Avenue, five spaces on the southerly most parking row of the
lot.
Section 12. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting from the list of one-hour parking
zones under Section 11.60.083 the following:
East Highland Avenue, both sides thereof, from North Spring Street to
Center Street.
Center Street, west side thereof, from East Chicago Street to DuPage
Street.
Fulton Street, both sides thereof, from South Spring Street to Villa
Street.
Douglas Avenue, west side thereof, from Dexter Avenue to East
Chicago Street.
Douglas Avenue, east side thereof, southerly from the alley to East
Chicago Street.
Division Street, south side thereof, from Douglas Avenue to North
Spring Street.
Division Street, north side thereof, from Douglas Avenue to North
Spring Street.
East Highland Avenue, both sides thereof, from Riverside Drive to
North Spring Street.
East Chicago Street, south side thereof, from Douglas Avenue to
Center Street.
East Chicago Street, north side, from one hundred thirty-nine feet
el* west of the centerline of Spring Street westerly to one hundred eighty-five
feet west of the centerline of Spring Street for a distance of forty-six feet.

Section 13. That Title 11, Chapter 1 1.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding to the list of one-hour parking
zones under Section 1 1.60.083 the following:
East Highland Avenue, both sides thereof, from the intersection with
Center Street, westerly one-half block.
East Highland Avenue, south side thereof, westerly from the intersec-
tion with Douglas Avenue one-half block.
East Highland Avenue, north side thereof, from Spring Street westerly
to the Chicago and Northwestern Railroad tracks.
East Highland Avenue, south side thereof, from Douglas Avenue,
easterly to the Chicago and Northwestern Railroad tracks.
East Highland Avenue, north side thereof, from the Fox River to Grove
Court.
East Highland Avenue, south side thereof, from 40 feet east of the

zones under Section 11.60.084 the following:
North Spring Street, both sides thereof, from Division Street to Dexter
Avenue.
Municipal parking lot on Riverside Deck on Riverside Drive.
North Grove Avenue, both sides thereof, from East Chicago Street to
East Highland Avenue.
Section 15. That Title 11, Chapter 11.60 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding to the list of two-hour parking
zones under Section 11.60.084 the following:
North Geneva Street, east side thereof, from East Chicago Street to
East Highland Avenue, the southerly three spaces.
North Spring Street, west side thereof, from the intersection with
Dexter Avenue, south for one-half block.
North Spring Street, east side thereof, from Dexter Avenue to Division
Street, the southerly three spaces.
Lower level of the Riverside Municipal Parking Deck.
North Street, south side thereof, from 130 feet east of the intersection
of North Grove Avenue easterly to Brook Street.
North Street, north side thereof, from 110 feet east of the intersection
with Douglas Avenue to 146 feet east of the intersection with Douglas
Avenue, a distance of 36 feet.

Center Street, both sides thereof, from East Chicago Street to DuPage
Street.
South State Street, west side thereof, from West Chicago Street to
South Street.
Municipal parking lot located at Dexter Court.
Section 16. That Chapter 11.60, Section 11.60.085 of the Elgin Municipal Code,
1976, as amended, be and is hereby further amended by to read as follows:
11.60.085 Five-hour parking zones.
It is unlawful for any person to park or the owner of any vehicle to
permit a vehicle owned by him to be parked for longer than five hours upon
the following designated streets and areas:
Municipal parking lot at the southwest corner of Fulton Street and
Villa Street.
Section 17. That Chapter 11.60, Section 11.60.086 of the Elgin Municipal Code,
1 976, as amended, be and is hereby further amended by to read as follows:
1 1.60.086 Ten-hour parking zones.
It is unlawful for any person to park or the owner of any vehicle to
permit a vehicle owned by him to be parked for longer than ten hours upon
the following designated streets and areas:
Dexter Avenue, south side thereof, from North Spring Street to Center
Street.
Highland Avenue Bridge, south side thereof, except the westerly two
spaces.
Water Street, south side thereof, from Brook Street to North Grove
Avenue.
North Street, north side thereof, from 100 feet east of North Spring
Street to Center Street.
Brook Street, both sides thereof, from Kimball Avenue to Water
Street.
Brook Street, east side thereof, from North Street to Water Street.
Division Street, south side thereof, from Center Street to Geneva
Street.
Division Street, north side thereof, from 50 feet easterly of the
intersection with Center Street to 100 feet east of the intersection with
North Geneva Street, a distance of 50 feet.

Douglas Avenue, east side thereof, from North Street to Dexter
Avenue.
Chicago Street Bridge, southside thereof, from the Chicago, St. Paul
and Pacific Railroad tracks to Riverside Drive, except for the westerly one
space.
East Highland Avenue, both sides thereof, from Center Street to North
Geneva Street.
East Chicago Street, both sides thereof, from Center Street to North
Geneva Street.
DuPage Street, north side thereof, from Center Street to South
Geneva Street.
DuPage Street, south side thereof, from Villa Street to South Geneva
Street.
North Geneva Street, both sides thereof, from East Highland Avenue
to Division Street.
North Geneva Street, west side thereof, from East Highland Avenue to
East Chicago Street.
South Geneva Street, west side thereof, from East Chicago Street to
Fulton Street.
North Spring Street, west side thereof, from North Street northerly for
one-half block.
North Spring Street, east side thereof, from North Street southerly for
one-half block.
Municipal lot on South Geneva Street between DuPage Street and
Fulton Street.
Municipal lots on the north and south sides of Highland Avenue
between North Geneva Street and Center Street.
Municipal parking lot on Center Street at Dexter Avenue.
Municipal parking lot at the southwest corner of Kimball Street and
North Grove Avenue, except five spaces located on the southerly row of
the lot.
Municipal parking lot at the southwest corner of Douglas Avenue and
North Street.
Municipal parking lot at the southwest corner of Prairie Street and
Wellington Avenue.

Section 18. That Title 11, Chapter 11.60, of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended to read as follows:
11.60.087 Limited parking areas--Buses only.
When signs are erected in each block giving notice thereof, no person
shall park a vehicle, other than a school bus, within the districts or on any
of the streets hereinafter set forth:
North Street, on the south side of the street, between North Grove
Avenue and Brook Street.
Park Street, north side, easterly from the east curbline of Academy
Place for a distance of two hundred forty-nine feet between the hours of
seven a.m. and five p.m., Monday through Friday.
Lovell Street, on the north side of the street, from one hundred
twenty-three feet from the westerly right-of-way line of Prospect
Boulevard westerly for a distance of sixty-five feet.
Ann Street, on the south side of the street, from Brook Street to
Douglas Avenue.
r Section 19. That Section 11.68.095 entitled Fifteen-minute parking zones be and
is hereby deleted.
Section 20. That Section 11.68.100 entitled Thirty-minute parking zones be and is
hereby deleted.
Section 21. That Section 11.68.110 entitled One-hour parking zones be and is
hereby deleted.
Section 22. That Section 11.68.120 entitled Two-hour parking zones be and is
hereby deleted.
Section 23. That Title 11, Chapter 11.60, of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended to read as follows:
11.68.125 Four-hour parking zones.
A. The following streets and areas shall be four-hour parking zones:
Municipal parking lot at the northwest corner of South
Grove Avenue and Prairie Street.
B. The maximum legal parking in the above described parking zones
shall be limtied to a period not to exceed four hours.
Section 24. That Section 11.68.130 entitled Five-hour parking zones be and is
hereby deleted.
Section 25. That Section 11.68.140 entitled Ten-hour parking zones be and is
hereby deleted.

Section 26. That Title I I, Chapter 11.68 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by amending Section 11.68.150E to read as
follows:
E. There is established a system of validation stamps to be dis-
tributed to participating merchants for a fee of ten cents each. A fee of
eight cents for each validation stamp is established.
Section 27. That Title II, Chapter H.68 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by amending Section 11.68.150F to read as
follows:
F. The finance director may lease each parking space in the civic
center parking zone for a period of one month. The prepaid rate shall be
twenty dollars for a one-month lease. The lessee shall only park in the
assigned rows, place the parking permit on the left front dashboard of his
vehicle so it is visible from the front of the vehicle, and, upon leaving the
parking area, sign the ticket received on entering with his permit number
prior to presenting it to the attendant. Failure to comply shall result in the
revocation of the parking permit and forfeiture of the paid parking fee.
Section 28. That Title II, Chapter 11.68 of the Elgin Municipal Code, as
amended, be and is hereby further amended by deleting Section 11.68.150H.
Section 29. That Title II, Chapter 11.68 of the Elgin Municipal Code, as
amended, be and is hereby further amended by deleting Section 11.68.150J.
Section 30. That all ordinances or parts of ordinances in conflict with the provi-
sions of this ordinance be and are hereby repealed.
Section 31. That this ordinance shall be in full force and effect ten days after its
passage and publication in pamphlet form in the manner provided by law.
