AN ORDINANCE
AMENDING THE LIST OF SPECIAL USES IN THE M-I LIMITED MANUFACTURING
DISTRICT TO INCLUDE MOTOR VEHICLE RECYCLING FACILITY
WHEREAS, written application has been made to amend the provisions of the
zoning ordinance so as to include motor vehicle recycling facilities as a special use in the
M-I Limited Manufacturing District; and
WHEREAS, the Elgin Planning Committee held a public hearing concerning the
proposed amendment after due notice in the manner provided by law; and
WHEREAS, the Elgin Planning Committee has submitted its written findings and
recommendation that the amendment be granted; and
WHEREAS, the City Council of the City of Elgin, Illinois, concurs in the findings
and recommendations of the Planning Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Section 19.04.444 of Chapter 19.04 of the Elgin Municipal Code,
1 976, as amended, be and is hereby further amended by adding the following:
"I9.04.444 Motor Vehicle Recycling Facility.
"Motor Vehicle Recycling Facility" means a facility where motor
vehicles are disassembled for the purpose of providing new, used, or
recycled replacement motor vehicle parts for sale at wholesale or retail.
All disassembly must take place within an enclosed structure located
on the site or at another location approved as a motor vehicle recycling
facility and operated in conjunction with the facility on said site. All
motor vehicles being held for disassembly and all vehicle parts being held
for sale at wholesale or retail, or for disposal shall be located within an
enclosed structure or within a storage yard improved in accordance with
Section 19.04.603 of the Elgin Municipal Code.
Determination of whether or not such storage shall be enclosed shall
take into consideration surrounding land use and zoning, the prevailing
topography of the surrounding areas, and any other considerations deemed
to be of public interest. Storage of all motor vehicles or motor vehicle
parts shall not be visible from other properties in the vicinity of the motor
vehicle recycling facility."
Section 2. That Section 19.38.020 of Chapter 19.38 of the Elgin Municipal Code,
1976, as amended, be and is hereby further amended by adding the following:
"12. Motor Vehicle Recycling Facility."

Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.
