AN ORDINANCE
FOR THE LEVY AND ASSESSMENT OF TAXES FOR THE FISCAL
YEAR ENDING DECEMBER 31 , 1987 IN AND FOR THE CITY OF
ELGIN SPECIAL SERVICE AREA NUMBER TWO
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1 . Findings: That the City of Elgin
Special Service Area Number Two has been created by an
ordinance entitled "An Ordinance Establishing Special
Service Area Number Two in the City of Elgin" passed and
effective on September 7, 1977; that the corporate
authorities of the City of Elgin, acting as the govern-
ing board of City of Elgin Special Service Area Number
Two are authorized to levy taxes for special services in
said special service area.
Section 2. That there be and there is hereby
levied upon all taxable property within the City of
Elgin Special Service Area Number Two, subject to
taxation for the year 1987, the total sum of
$29, 152 for the following purposes:

Section 3. The tax levied herein is pursuant to
the provisions of Article VII, Section 6A and 6L of the
Constitution of the State of Illinois and pursuant to
Public Act 78-901 and to an ordinance establishing City
of Elgin Special Service Area Number Two.
0" Section 4. That it is hereby certified to the
County Clerk of Kane County, Illinois, the sum afore-
said, which total amount City of Elgin Special Service
Area Number Two requires to be raised by taxes for the
current fiscal year and the City Clerk of the City of
Elgin is hereby ordered and directed to file with the
County Clerk of the County of Kane on or before the time
required by law a certified copy of this ordinance.
Section 5. That this ordinance shall be in full
force and effect from and after its passage and approval
as provided by law.

MEMORANDUM
TO: Mayor and City Council
FROM: City Manager
SUBJECT: 1987 Special Service Area No. 2 Tax Levy Ordinance
PURPOSE: The purpose of this memorandum is to introduce
the Special Service Area No. 2 Tax Levy Ordinance
T3-1987.
BACKGROUND: The Special Service Area No. 2 tax levy is
to pay a portion of the Spring Street Parking Deck debt
service of $322,625.
For the past several years, the City Council has limited
the property tax levy increase to 4.9X and the present
ordinance continues that procedure with a property tax
levy of $29, 152 or about 9% of the total cost.
RECOMMENDATION: Adoption of Special Service Area No. 2
Tax Levy Ordinance T3-1987.
