AN ORDINANCE
CLASSIFYING CERTAIN NEWLY ANNEXED TERRITORY
(W.R. Meadows, Incorporated)
WHEREAS, the territory herein described has been annexed to the City of Elgin
pursuant to the terms of an annexation agreement between the City of Elgin and the
owners of record of said territory; and
WHEREAS, the annexation agreement concerning said territory provides that the
City of Elgin shall proceed to classify the territory in accordance with its terms; and
WHEREAS, all required public hearings have been conducted and all notices
required to be given by law have been given; and
WHEREAS, the City Council of the City of Elgin, Illinois, has reviewed the findings
and recommendations of the Land Use Committee and concurs in its recommendation.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Chapter 19.08, Section 19.08.020, entitled "Zoning District Map"
of the Elgin Municipal Code, 1976, as amended, be and the same is hereby further
amended by adding thereto the following paragraph:
"The boundaries hereinbefore laid out in the 'Zoning District Map', as
amended, be and are hereby altered by including in the M-2 General Manu-
facturing District, the following described property:
Parcel No. 1: Lot 1 in Miller's Hangars, being a subdivision of part of
Section 34, Township 42 North, Range 8 East of the Third Principal
Meridian, in Dundee Township, Kane County, Illinois.
Parcel No. 2: That part of the land designated "Taxi Strip Easement"
as shown on the plat of Miller's Hangars, recorded as Document No.
1108131, being a subdivision of part of Section 34, Township 42 North,
Range 8 East of the Third Principal Meridian lying Easterly of the West
line, extended Southerly of Lot I of said Miller's Hangars. Being situated in
Dundee Township, Kane County, Illinois and containing 0.20 acre more or
less."
Section 2. That the City Council of the City of Elgin hereby adopts the findings
of fact made by the Land Use Committee and a copy of which is attached hereto as
Exhibit A and incorporated herein by reference.
Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

LAND USE COMMITTEE
PLANNING AND LAND USE COMMISSION
CITY OF ELGIN
I . SUBJECT
Consideration of Petition 60-86 Requesting Annexation and M-2
General Manufacturing District Zoning, property located north
of River Ridge Road by W.R. Meadows, Inc. , as Applicant and
Owner.
II . CONSIDERATIONS
A petition has been filed by Attorney Richard L . Heimberg on
behalf of W. R. Meadows , Inc. requesting annexation and M-2
General Manufacturing District zoning. The subject property is
located north of River Ridge Road and the Fox River Plaza
shopping center.
The petitioner desires to annex the subject property to the
City of Elgin and develop it in accordance with the M-2 zoning
classification.
FINDINGS
After due notice, as required by law, the Land Use Committee
held a public hearing on the proposed annexation and zoning on
September 2, 1986. The petitioner testified at the hearing and
presented documentary evidence. No objectors appeared at the
hearing and no written objection has been filed to the proposed
annexation and zoning.
The Land Use Committee has made the following findings with
respect to Petition 60-86:
A. Site Characteristics : The subject property contains
approximately 33, 540 square feet (0. 77_ acres) . The
property is improved with a masonry building, formerly used
as an airport hanger and storage building.
B . Zoning History : The subject property is located within
unincorporated Kane County . The property is zoned County
B-1 Business District.
C. Surrounding Land Use and Zoning: The areas located to the
immediate north and west of the subject property are
located in unincorporated Kane County. These areas are

improved with various business uses, including a motel and
a site used for the overnight parking of campers.
The former Winmiller Restaurant, located further to the
west and adjacent to Illinois State Route 31 , was recently
annexed to the city and is zoned B-3.
The areas located to the south and east of the subject
property were annexed and zoned B-3 and M-2 as part of the
Elgin-O'Hare Business Center. The area is being developed
with a shopping center (Fox River Plaza) and an industrial
park (Fox River Business Center) .
D. Trend of Development: The Northwest Tollway/Illinois State
Route 31 interchange has provided adjacent properties with
a high level of regional accessibility and visibility.
This has resulted in the development of commercial , office,
research and manufacturing areas straddling the tollway.
E . Traffic and Parking: The subject property fronts on River
Ridge Road. River Ridge Road will function as a minor
arterial street upon completion of the Fox River Business
Center. The street will serve the industrial park and
possibly future development to the north and east.
Access to the commercial center and industrial park is
limited to two points, one being the intersection of
Airport Road with Illinois State Route 31 and the second
being Airport Road via West River Road. Due to the size of
the development and its limited access, the street system
is being designed to carry large volumes of traffic . Upon
completion, River Ridge Road will have a design capacity of
approximately 20,000 vehicles per day. There are no
current traffic counts available.
The petitioner desires to develop the subject property in
accordance with the requirements of the M-2 district . No
development plans have been submitted for review.
Accordingly, traffic generated by the proposed development
and the number of required off-street parking spaces cannot
be calculated.

F . Sewer and Water : The subject property_ can be served with a
twelve ( 12) inch water main and a twelve (12) inch storm
sewer located in the right of way of River Ridge Road. An •
eight ( 8) inch sanitary sewer is to be installed in the
right of way of River Ridge Road. Until such time that the
sanitary sewer is installed, the subject property will be
served by an existing septic system. There are no capacity
eisk. limitations for the proposed use of the subject property.

G. Comprehensive Plan: The area in which the subject property
is located is designated area commercial, and office ,
research and light manufacturing. The trend of development
in the area is consistent with the goals, policies and
objectives of the comprehensive plan.

H. Suitability of Present Zoning: The subject property is
currently zoned County B-1 Business District. The area of
the subject property has developed with a compatible mix of
commercial and industrial activities . In view of the
surrounding land use, the trend of development in the area,
and the goals , policies and objectives of the comprehensive
plan, zoning the subject property M-2 General Manufacturing
District is suitable.
I . Conditions for Approval : The Land Use Committee is of the
opinion that the approval of Petition 60-86 should be
subject to revisions to the proposed annexation agreement
per the Engineering Division, the Legal Department and the
Planning Department.
IV. RECOMMENDATION
rft. On a motion to recommend approval of Petition 60-86, subject to
the additional condition, the vote was five ( 5) yes and zero
(0) no.
Therefore, the Land Use Committee recommends the approval of
Petition 60-86.
