AN ORDINANCE
CLASSIFYING CERTAIN NEWLY ANNEXED TERRITORY AND GRANTING A
SPECIAL USE FOR A TRANSIT AND PUBLIC TRANSPORTATION FACILITY
(Metro Commuter Station)
WHEREAS, the territory herein described has been annexed to the City of Elgin;
and
WHEREAS, written application has been made to classify said territory in the M-I
Limited Manufacturing District and for a special use for a transit and public transporta-
tion facility; and
WHEREAS, after due notice in the manner provided by law the Land Use
Committee conducted a public hearing concerning said application and has submitted its
written findings and recommendation; and
WHEREAS, the City Council of the City of Elgin, Illinois, has reviewed the findings
and recommendations of the Land Use Committee and concurs in its recommendation.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Chapter 19.08, Section 19.08.020, entitled "Zoning District Map"
of the Elgin Municipal Code, 1976, as amended, be and the same is hereby further
amended by adding thereto the following paragraph:
"The boundaries hereinbefore laid out in the 'Zoning District Map', as
amended, be and are hereby altered by including in the M-I Limited
Manufacturing District, the following described property:
That part of the Southeast Quarter of Section 4, Township 41 North,
Range 8 East of the Third Principal Meridian, described as follows:
Commencing at the Point of Intersection of the centerline of Sleepy Hollow
Road with the Northerly right-of-way line of the Chicago, Milwaukee, St.
Paul and Pacific Railroad Company; thence South 89 degrees 19 minutes
West along said Northerly right-of-way line 1,446.7 feet to the original
centerline of Big Timber Road, formerly Huntley Road; thence North 56
degrees 49 minutes West along said centerline 1,889.29 feet to the North-
west corner of a tract of land conveyed to Lora E. Traeger by deed
recorded August 30, 1961 and recorded September 7, 1961 in Book 2098,
Page 408 as Document No. 958219 for the Point of Beginning; thence South
16 degrees 13 minutes West along the West line of said Traeger lands
811.64 feet to the Northerly line of said Railroad right-of-way; thence
North 79 degrees 43 minutes West along said Northerly right-of-way line
481.51 feet; thence North 16 degrees 13 minutes East, parallel to the West
line of the Traeger lands as aforesaid, 1,007.85 feet to the centerline of Big
Timber Road, formerly Huntley Road; thence South 56 degrees 49 minutes
East along said centerline 500.38 feet to the Point of Beginning, in the
Township of Elgin, Kane County, Illinois."
''' Section 2. That the City Council of the City of Elgin hereby adopts the findings
of fact made by the Land Use Committee granting a special use for transit and public
transportation facility, a copy of which is attached hereto as Exhibit A and incorporated
herein by reference.
Section 3. That the special use granted herein shall expire if not established
within one year from the date of passage of this ordinance.
Section 4. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

LAND USE COMMITTEE
PLANNING AND LAND USE COMMISSION
CITY OF ELGIN
I . SUBJECT
Consideration of Petition 63-86 Requesting Annexation and M-1
Limited Manufacturing District Zoning with a Special Use for a
Transit and Public Transportation Facility, property located
at 2025 Big Timber Road by the City of Elgin, as Applicant and
Owner.
II . CONSIDERATIONS
A petition has been filed by the City of Elgin requesting
annexation and M-1 Limited Manufacturing District zoning with
a special use for a transit and public transportation
facility. The subject property is located at 2025 Big Timber
Road.
The subject property is developed with the Big Timber Commuter
Railroad Station on the METRA transit line. The City of Elgin
owns and maintains the property. Accordingly, the City
desires to include the property in the corporate limits.
III . FINDINGS
After due notice, as required by law, the Land Use Committee
held a public hearing on the proposed annexation, zoning and
special use on September 2, 1986. The petitioner testified at
the hearing and presented documentary evidence . No objectors
appeared at the hearing and no written objection has been
filed to the proposed annexation, zoning and special use.
The Land Use Committee has made the following findings with
respect to Petition 63-86:
A. Site Characteristics: The subject property contains
approximately 10 acres. The property is improved with a
commuter station and accessory off-street parking.
Elevations range from 832 in the northwest portion of the
property to 822 feet in the southeast portion for a
maximum relief of 10 feet.
w B. Zoning History: The subject property is located within
�'° the unincorporated portion of Kane County. The property
is zoned County Farming District.

C. Surrounding Land Use and Zoning: The area located to the
north of the subject property is zoned R-4. The property
to the immediate north of the subject property is
undeveloped. Century Oaks West subdivision is located
further north.
The area located to the east of the subject property is
zoned R-4 and M-1 . The area is developed with a church
and various m-1 permitted uses.
The area located to the south of the subject property is
in unincorporated Kane County. The area is developed with
rail lines. Valley Creek subdivision is located south of
the railroad right of way.
The area located to the west of the subject property is
zoned m-1 . The area is developed with the Burnidge-Big
Timber industrial park.
D. Trend of Development: The subject property is located
within the urban fringe on the city' s northwest side. An
industrial pattern of development has emerged south of Big
Timber Road with residential development to the north
(Century Oaks West, Spring Oaks) .
E. Traffic and Parking: The Big Timber Station has its sole
eft. access on Lyle Avenue extended south from Big Timber Road.
An at-grade crossing over the rail lines is proposed to
connect the north portion of Lyle Avenue with the south
portion of the street, which is being extended through
Valley Creek subdivision. Lyle Avenue has a design
capacity of approximately 20,000 vehicles per day and
presently carries 1 , 856 vehicles per day at Big Timber
Road.
Traffic generated by the commuter station is now directed
to Big Timber Road. Big Timber Road has a design capacity
of approximately 14,000 vehicles per day and presently
carries 7,670 vehicles per day. Four lane improvements
are planned for Big Timber Road, between State Route 31
and Randall Road.
The subject property is improved with a 303 space
off-street parking lot. There are no specific parking
requirements for transportation facilities and no vehicle
trip generation data is available.

F. Sewer and Water: The commuter station contains no
e facilities which would require connection to the water and
sanitary sewer systems. Storm water is drained to the
southeast corner of the subject property, from where it
flows under the rail lines into Tyler Creek.

G. Comprehensive Plan: The subject property is designated
community facilities. This land use designation
recognizes the existing use of the subject property as a
public transportation facility.

H. Suitability of Present Zoning: In view of the surrounding
land use and zoning, the trend of development in the area,
and the goals, objectives and policies of the
Comprehensive Plan, the proposed M-1 zoning is suitable.
I . Special Use Standards: The subject property is in
substantial conformance with the special use standards in
that the transportation facility and the off-street
parking lot has been designed, located and constructed in
compliance with all applicable city codes and ordinances.
In addition, there is adequate space for safe and
efficient off-street parking.
IV. RECOMMENDATION
On , a motion to recommend approval of Petition 63-86, the vote
was five ( 5) yes and zero ( 0) no.
Therefore, the Land Use Committee recommends approval of
Petition 63-86.
