ADDING POULTRY PROCESSING TO THE LIST OF PERMITTED USES IN THE
B-4 GENERAL SERVICE DISTRICT
WHEREAS, written application has been made to amend the provisions of the
zoning ordinance so as to permit poultry processing, excluding slaughtering and dressing,
as an additional permitted use in the B-4 General Service District; and
WHEREAS, the Elgin Planning Committee held a public hearing concerning the
proposed amendment after due notice in the manner provided by law; and
WHEREAS, the Elgin Planning Committee has submitted its written findings and
recommendation that the requested amendment be granted; and
WHEREAS, the City Council of the City of Elgin, Illinois, concurs in the findings
and recommendations of the Planning Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section I. That Section 19.34.020 of Chapter 19.34 of the Elgin Municipal Code,
1976, as amended, be amended by adding the following:
p, 19. Poultry Processing, excluding slaughtering and dressing.
Section 2. That existing numbers 19 through 24 be and are hereby renumbered 20
through 25.
Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

IV. CONSIDERATIONS
A petition has been filed by Griffith Enterprises with the Planning Department
that requests an amendment to the zoning ordinance by adding "Poultry
processing, excluding slaughtering and dressing" to the B-4 Permitted use list.
It should be noted that this petition does not involve any specific property,
but concerns the B-4 General Service District.
V. ACTION TAKEN
At its regular meeting of January 16, 1985, the Planning Committee recommended
approval of Petition 2-85 by a vote of four (4) yes, one (1) no, and one (1)
abstention (see Exhibits B and C).

114 GENERAL SERVICE DISTRICT
19.34.020 Permitted uses.
In the B4 district,permitted uses are as follows:
1. Uses permitted in the B3 district;
2. Animal hospitals;
3. Boat showrooms;
4. Cartage and express facilities, including outside storage of motor
trucks and truck trailers;
5. Currency exchanges;
6. Drycleaning, dyeing,and rug-cleaning establishments;
7. Frozen food lockers;
8. Ice sales,retail only;
9. Garages,public;
10. Greenhouses,wholesale,without restriction as to gross floor area;
11. Laundries,with no limitation an number of employees;
12. linens,towels,diaper,and other similar supply services;
13. Machinery sales establishments;
14. Mail order sales and warehousing;
15. Monument sales establishments;
16. Open sales lots;
17. Packaging and crating;
18. Printing and publishing establishments;
19. Public utility and public service uses,including:
a. Electric substations,
b. Gas regulators,
c. Railroad rights-of-Way,
d. Transit and public transportation facilities, including shelters,
terminals,parking areas,and service buildings,
e. Other similar uses;
2l. Storage, warehousing, and wholesale establishments, except fuel oil,
gasoline.and other flammable materials;

I. SUBJECT

of the Elgin Municipal Code by adding "Poultry Processing, excluding
slaughtering and dressing" to the B-4 General Service District Permitted
Use List by Griffith Enterprises with the Planning Department.
II. CONSIDERATIONS
A petition has been filed by Griffith Enterprises with the Planning Department
that requests an amendment to the zoning ordinance by adding "Poultry
processing, excluding slaughtering and dressing" to the B-4 permitted use list.
It should be noted that this petition does not involve any specific property,
but concerns the B-4 General Service District.
III. FINDINGS AND RECOMMENDATION
After due notice, as required by law, the Planning Committee held a public hear-
ing on the proposed text amendment on January 16, 1985. The petitioner appeared
at the hearing and presented documentary evidence. No objectors appeared and
no written objection has been filed to the proposed text amendment.
The Planning Committee has made the following findings with respect to the pro-
posed text amendment:
A. The land use component of the comprehensive plan and the central
business district plan both identify a mixed commercial/industrial
pattern of development within certain areas of the city. Examples
of these areas include North State Street, East Chicago Street,
Bluff City Boulevard, and the areas north and east of the civic
center. The commercial/industrial pattern of development is a
significant land use pattern in Elgin;
B. The current zoning ordinance does not fully recognize the commercial/
industrial pattern of development. The B-4 General Service District,
however, partially recognizes this mixed pattern of development. In
addition to over one hundred and seventy-five (175) business uses,
the B-4 district permits cartage and express facilities, packaging and
crating, storage and warehousing, welding shops and vegetable oils
foods processing.

C. Therefore, the addition of "Poultry processing, excluding slaughtering and
dressing" to the B-4 permitted use list is appropriate for the B-4
General Service District, as well as consistent with the comprehensive and
central business district plans.
Accordingly, on a motion to recommend approval of Petition 2-85, the vote was
four (4) yes, one (1) no, and one (1) abstention.
Therefore, the Planning Committee recommends the approval of Petition 2-85.
