HomeMy WebLinkAboutG41-84 Ordinance No. G4I-84 AN ORDINANCE AMENDING CHAPTER 3.28 OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED, PROVIDING FOR THE GREATER DOWNTOWN ELGIN COMMISSION BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That Section 3.28.020 of the Elgin Municipal Code, 1976, as amended, is further amended to read as follows: "3.28.020 Members -- Apppointment The commission shall consist of sixteen members to be appointed by the city council. One commissioner shall be an owner or representative of an owner of real property in the central business district, but not within Special Service Area Number I; one commissioner shall be an owner or representative of an owner of real property in the central business district; two commissioners shall be businessmen or merchants doing business in Special Service Area Number I; one commissioner shall be a consumers' representative chosen at large from the city; one commissioner shall be a representative of the Elgin Area Chamber of Commerce; one commissioner shall be a representative of the Elgin Community College; one commissioner shall be a representative of the In-Downtown Elgin Association; one commissioner shall be a member of the department of community development; three commissioners shall be recognized community leaders without a direct pecuniary or property interest in the central business district; and the following persons shall be ex officio members of the commission; a member of the city council, the city engineer, the director of public property and recreation, and the executive vice-president of the Elgin Area Chamber of Commerce." Section 2. That Section 3.28.030 of the Elgin Municipal Code, 1976, as amended,is further amended to read as follows: "3.28.030 Members -- Terms The terms of members shall be for a two year period. In the event that a commissioner is no longer eligible, resigns or is unable to act as a commissioner, such commissioner's office shall become vacant and a successor appointed for the unexpired portion of the term of the vacant office." Section 3. That Section 3.28.040 of the Elgin Municipal Code, 1976, as amended, is further amended to read as follows: "3.28.040 Meetings The commission shall meet at least once bimonthly and shall make a bimonthly written report to the city council concerning its activities." Section 4. That Section 3.28.050 of the Elgin Municipal Code, 1976, as amended, is further amended by adding the following: "F. To advise and recommend appropriate action by the city council concerning the implementation of the Central Business District Plan." Section 5.
