HomeMy WebLinkAboutG83-80 Ordinance No. G83-80 AN ORDINANCE rm'' ESTABLISHING EXEMPTIONS FROM THE CLASSIFIED SERVICE OF THE CITY OF ELGIN WHEREAS, the City of Elgin has previously adopted the provisions of Division 1 of Article 10 of Chapter 24 of the Illinois Revised Statutes, • 1979, providing for Civil Service in cities; and WHEREAS, the City of Elgin pursuant to the Constitution of 1970 is a home rule unit authorized to exercise any power and perform any function pertaining to its government and affairs; and WHEREAS, it is necessary and desirable to exempt certain management, professional and supervisory positions from the classified service of the City of Elgin in order to promote the professional recruitment and selec- tion of qualified candidates for said positions; and WHEREAS, because of the confidentiality of certain clerical positions, it is desirable that said positions be appointive in nature. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 3.04.040 be and is hereby added to Chapter 3.04 of the Elgin Municipal Code, 1976, as amended, to read as follows: "3.04.040 Exemptions from Classified Service. That in addition to the exemptions from the classified service described in Section 10-1-17 of Division 1 of Article 10 of Chapter 24 of the Illinois Revised Statutes, 1979, the following positions shall also be exempt from the classified service: Water Operations Director, Engineering Director, Deputy Finance Director, Engineering Supervisor, Assistant Community Development Director, Accounting Manager, Public Works Superintendent, Civil Engineer• II, Purchasing Agent, Senior Planner, Parks Superintendent, Street Super- intendent, Water Operations Engineer, Electrical Super- intendent, Garage Manager, Greens Superintendent, Recreation Director, Auditorium Manager, Construction Superintendent, Parks Supervisor, Analyst/Programmer, Associate Planner, Crime Analyst, Public Health Officer, Assistant Recreation Director, Auditorium Operations Manager, Public Works Superintendent, Chief Engineering Inspector, Civil Engineer I, Accountant, Planner, Assistant Building Maintenance Director, Garage Supervisor, Refuse Superintendent, Transit Supervisor, Water Meter Supervisor, Human Relations Coordinator, Program Coordinator, Cemetery Supervisor, Parking Meter Supervisor, Sewer Supervisor, Chief Plant Operator, Water Laboratory Chemist, Management Analyst, Recreation Supervisor, Mall Coordinator, Ekecutive Secretary, Legal Secretary, Personnel Clerk and Police Secretary. ..Y a-• 755 VOLUME XLV I That any person appointed either by the Civil Service Commission or have been reclassified while maintaining their Civil Service status to any of the above-described positions prior to the effective date of this ordinance shall continue to be a member of the classified service of the City of Elgin until separated from said service in the manner provided by law." Section 2. That Ordinance No. G7-80 passed January 9, 1980, be and is hereby repealed. Section 3.
