AN ORDINANCE
GRANTING A SPECIAL USE FOR A HELIPORT AT 1500 EXECUTIVE DRIVE
WHEREAS, a written application has been made for a special use for a
heliport upon property located at 1500 Executive Drive, Elgin, Illinois;
and
WHEREAS, the Land Use Committee has reviewed said application, held
a public hearing and submitted its written report to the City Council of
the City of Elgin; and
WHEREAS, the Land Use Committee found that the proposed special use
is necessary for the public convenience at the location proposed, is so
designed, located and proposed to be operated that the public health,
safety and welfare will be protected and that it will not cause substantial
injury to the value of other property in the neighborhood in which it is
located; and
WHEREAS, the City Council of the City of Elgin, Illinois, concurs in
the findings of fact of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That it hereby approves and adopts the findings of fact
that the Land Use Committee of the City of Elgin dated November 17, 1980,
a copy of which is attached hereto and made a part hereof by reference.
Section 2. That a special use be and is hereby granted for the esta-
blishment, maintenance and operation of a heliport upon the property
legally described as follows:
Lot 11, North Elgin Industrial Plaza in the City of Elgin,
Kane County, Illinois.
and commonly known as 1500 Executive Drive, Elgin, Illinois, subject to the
condition that said use shall be in compliance with all applicable ordinances
and statutes and all rules, regulations and orders of the State of Illinois,
Department of Transportation, Division of Aeronautics and the Federal Avia-
tion Commission, in addition to the following conditions:
a. No use of the heliport shall be made on Sundays.
b.l. All approach/departure route helicopter operations shall
be conducted in an area from 2000 clockwise to 2700 and
from 320° to 340° using the touchdown pad as the center of
a compass rose.
2. The takeoff/landing area shall be appropriately marked and
lighted.
3. A non-obstructing wind indicator shall be maintained
adjacent to the takeoff/landing area.
4. No night helicopter operations shall be conducted unless
the takeoff/landing area and wind indicator are lighted
and a heliport identification beacon is installed.
5. Unauthorized persons shall be restrained from access to
the takeoff/landing area during helicopter flight opera-
tions by use of a non-obstructing safety barrier.
6. Fire protection shall be provided in accordance with local
fire codes/FAA Advisory Circular 150/5390-1B, HELIPORT
DESIGN GUIDE.
7. Construction shall be in compliance with FAA Advisory
Circular 150/5390-1B.
Section 3. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law.
