HomeMy WebLinkAboutG34-80 Ordinance No. G34-80 AN ORDINANCE AMENDING THE PROVISIONS OF THE RESIDENTIAL REHABILITATION GRANT PROGRAM WHEREAS, the City of Elgin has heretofore established a residential rehabilitation grant program to encourage the rehabilitation of older housing units which are in disrepair or deterioration; and WHEREAS, the City of Elgin desires to expand the residential rehabilita- tion program to increase the grant for those individuals which the Department of Housing and Urban Development has determined to be within their guidelines as very low income; and WHEREAS, the City of Elgin is a home rule unit within the meaning of the Constitution of the State of Illinois and is authorized to exercise any power and perform any function relating to its government and affairs; and WHEREAS, it is within the government and affairs of the City of Elgin and in the interest of the public health, safety and welfare to promote the rehabilitation of the deteriorating residential buildings in the City of Elgin. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 3 of Ordinance No. G42-77, as amended by Ordinance G28-78, as amended by Ordinance G28-79, as amended by Ordinance G45-79, be and is hereby amended to read as follows: "Section 5. Grants. E. Individuals within the corporate limits of the City of Elgin. The amount of any grant for owner-occupied dwelling units that meet the current Housing and Urban Development's Section 8 very low income guidelines shall be one hundred percent of the eligible repairs up to a maximum amount of $3,500.00. For eligible repairs over $3,500.00 the individual shall receive a grant in accordance with the current grant reimbursement chart." Section 2. That Section 10 of Ordinance G42-77 be and is hereby amended to read as follows: "Section 10. Nature of Grants. Grants issued in accordance with the current grant reimbursement chart as authorized under the City of Elgin Residential Rehabilitation Grant Program shall be limited to reimbursement of actual expenses incurred for eligible activities and shall be payable only upon satis- factory proof of payment for rehabilitation and renovation activities. Grants, where the individual can receive one hundred percent of the eligible activities, shall be payable upon receipt of an invoice and approval of the repairs by the Department of Community Development." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3.
