ea AN ORDINANCE
GRANTING A SPECIAL USE TO SHERMAN HOSPITAL
WHEREAS, written application has been made for a planned unit develop-
ment for a hospital complex in the area bounded by Cooper Avenue, Prospect
Boulevard, Slade Avenue and Spring Street, as well as certain property south
of Slade Avenue, west of Center Street; and
WHEREAS, the Land Use Committee conducted a series of public hearings
after due notice in the manner provided by law; and
WHEREAS, the Land Use Committee has recommended that a special use be
granted as requested subject to certain conditions; and
WHEREAS, the City Council of the City of Elgin concurs in the recommenda-
tions of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That the City Council of the City of Elgin hereby finds and
determines that the requested planned unit development for a hospital complex
is necessary for the public convenience in continuing the long-standing provi-
sion of medical services to the community and permitting the orderly expansion
of the hospital to meet the current and anticipated demands of the community
eft for hospital services.
Section 2. That the City Council of the City of Elgin hereby further
finds and determines that the proposed planned unit development is so designed,
located and proposed to be operated that the public health, safety and welfare
will be protected in that on-site parking will be provided for physicians,
employees, and visitors to the hospital, thereby relieving congestion on the
public streets, and new structures will be so designed and located and appro-
priate landscaping provided, so as to tend to minimize any intrusions into the
surrounding neighborhood.
Section 3. That the City Council of the City of Elgin hereby further
finds and determines that the proposed special use will not cause substantial
injury to the value of other property in the neighborhood in which it is
located, as the hospital has been located on the subject site for a long
period of time and the proposed planned unit development will stabilize the
neighborhood and provide a planned orderly expansion of the hospital thereby
tending to stabilize the value of surrounding property.
Section 4. That a special use for a planned unit development for a
medical complex at the following described location:
Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and
16 in Block I and Lots 1, 2, 3, 4, 5, 6, 7 and 8 in Block II and
that part of vacated North Center Street lying Westerly of
and adjoining said Lots 1 through 8 in Block II, all in Slade's
Addition to Elgin, in the City of Elgin, Kane County, Illinois.
ALSO
Lots 1, 2, 3, 4, 5, 6, 7 and 8 in Block IV of Congdon's
Second Addition to Elgin, in the City of Elgin, Kane County,
Illinois.
ALSO
Lots 11, 12, 13, 14 and 15 of Block 1, Grote and Waldron's
2nd Addition to Elgin, in the City of Elgin, Kane County,
Illinois.
be and is hereby granted subject to the following conditions:
1. That the location and spatial relationship of all
structures shall be substantially in accordance with the site
plan attached hereto as Exhibit A.
2. That during 1980 a parking deck with 428 spaces shall
be constructed in general conformance with the plans prepared
by Gerald R. Haselhuhn, Architect, and Schmidt, Garden $ Erikson,
Architects & Engineers, Chicago, Illinois, and maintained sub-
stantially in accordance with the site plan attached hereto and
made a part hereof by reference as Exhibit B.
3. That no structural additions shall be permitted except
(a) completion of the surgical wing, (b) the erection of the
parking deck referred to in Paragraph 2, (c) a connection from
such parking deck to the existing hospital structure, and (d)
a second floor addition to the hospital laboratory.
4. That any remodeling of existing structures shall be con-
fined and designed strictly for accessory uses and
shall not include physicians offices and related examination-
treatment rooms for private practice and consultation.
5. Upon completion of permitted additions referred to in
Paragraph 3, the hospital shall meet a parking standard of 2.22
parking spaces per bed.
6. That the surgical wing shall be constructed in accordance
with approved building plans on file, but no addition or expansion
of the surgical wing may be made without amendment to the ordinance
granting the special use herein.
7. That the parking area east of the surgical wing, except
that part referred to in Paragraph 8 of Section 4, shall be improved
by November 1, 1980 to meet all requirements of applicable ordinances
of the City of Elgin.
8. That not later than the conclusion of the first construc-
tion season following the termination of the Life Estate of Grace
Root on Lot 5, Block 4 of Congdon's Second Addition and the East
49.5 feet of Lots 4, 5 and 6 in Block 2 of Slade's Addition in the
City of Elgin, Kane County, Illinois, commonly known as 926 Prospect
Boulevard, Elgin, Illinois, the residence and related buildings located
thereon shall be demolished and the subject property improved for
parking purposes in accordance with applicable ordinances of the City
of Elgin.
9. That no occupancy permit shall be issued for the surgical
wing unless and until an interim parking plan is submitted and
approved by the City Council to provide temporary on-street parking
at approved locations to replace parking spaces lost during con-
struction of the parking deck; approval shall not be unreasonably
withheld.
Section 5. That this ordinance shall be published in pamphlet form by
authority of the City Council and shall be effective ten days after its
passage, approval and publication.
