r AN ORDINANCE
ESTABLISHING EMERGENCY PARKING RESTRICTIONS
WHEREAS, the City of Elgin has recently sustained a record snowfall
and blizzard conditions; and
WHEREAS, the accumulation and drifting of snow has caused many streets
and roads within the City of Elgin to become impassable or constricted inter-
fering with the safe and efficient movement of traffic; and
WHEREAS, the clearing of all streets of snow in the City of Elgin is
hampered by parked cars causing delays and obstructions and prohibiting
removal of the snow; and
WHEREAS, in order to protect, preserve and promote the health, safety
and welfare of the residents of Elgin, it is necessary to clear streets
of snow to allow for the safe and efficient movement of traffic and emer-
gency vehicles.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the following traffic regulations are hereby promulgated
restricting parking on all streets within the City of Elgin.
Section 1. That on all streets where parking is otherwise permitted,
it shall be unlawful for any person to stand or park a motor vehicle on
an even - numbered calendar day on the side of the street with odd- numbered
addresses, or on an odd- numbered calendar day on the side of the street
with even - numbered addresses.
Section 2. That any vehicle found to be in violation of these regula-
tions shall be towed at the owner's expense to a nearby location as esta-
blished by the City of Elgin Police Department.
Section 3. That this is an emergency matter and that this ordinance
shall be in full force and effect upon its passage.
