AN ORDINANCE
AMENDING THE MANAGEMENT GROUP BENEFIT PROGRAM
WHEREAS, the City Council of the City of Elgin authorized a benefit
program for management employees in addition to the basic benefits provided
all employees; and
WHEREAS, in consideration of the changing benefit program for employees
covered by negotiated agreements, it is therefore fit and proper from time
to time to review and amend the management benefit program.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That Section 10 of Ordinance G-1648, passed December 23,
1973, as amended, is hereby further amended to read as follows:
"Section 10. That there is hereby established a benefit
program for the position of City Manager, Police Chief, Public
Works Director, Community Development Director, Finance Director,
Fire Chief, Public Property and Recreation Director, Building
Maintenance Director, Transit Director, Assistant to the City'
Manager, Water Operations Director, Engineering Director and
Deputy Finance Director as follows:
(1) Vacation - 1 to 10 years of service - 3 weeks
rft. 11 years and over - 4 weeks
(2) Sick Leave - Sixty (60) days credited when commencing
employment.
(3) Life Insurance - $12,500 coverage.
(4) Hospitalization - Continued inclusion upon retirement
after twenty (20) years service with
payment of premium by retired employee.
(5) Holidays - Ten (10) holidays, New Year's Day, Memorial Day,
Independence Day, Labor Day, Veteran's Day,
Thanksgiving Day, Christmas Day and three (3)
additional holidays- which shall be designated
administratively by the City Manager.
(6) Uniform Allowances - Fifty Dollars ($50) uniform allowance
differential above the authorized
allowance for firefighter and patrolman."

Section 2., That Section 11 of Ordinance G•1648, passed December 23,
1973, as amended, is hereby further amended to read as follows:
"Section 11, That there is hereby established the benefit
program for the positions of Deputy Police Chief, Deputy Fire
Chief, Police Lieutenant, Assistant Corporation Counsel, Civil
Engineer II, Inspection Supervisor, Purchasing Agent, Senior
Planner, Streets Superintendent, Water Maintenance Superintendent,
Electrical Superintendent, Garage Manager, Greens Superintendent,
Construction Superintendent, Parks Supervisor, Stage Manager,
Refuse Superintendent,.Administrative Assistant, Assistant
Community Development Director, Accouaiting Manager and
Recreation Director and Auditorium Manager as follows:
(1) Vacation - 1 to 5 years of service - 2 weeks
6 to 12 years of service - 3 weeks
13 years and over 4 weeks
(2) Sick Leave - Thirty (30) days credited upon commencement
of employment.
(3) Life Insurance - $10,000 coverage.
(4) Hospitalization - Continued inclusion upon retirement after
twenty (20) years of service with payment
of premium by retired employee.
(5) Holidays - Ten (10) holidays, New Year's Day, Memorial Day,
Independence Day, Labor Day, Veteran's Day,
Thanksgiving Day, Christmas Day and three (3)
additional holidays which shall be designated
administratively by the City Manager.

Section 3„ That Section 12 of Ordinance G--1648, passed December 23,
1973, as amended, is hereby further amended to read as follows:
"Section 12. That there is hereby established a benefit
program for the positions of Fire Captain, Police Sergeant,
Planner, Assistant Recreation Director, Chief Engineering
Inspector, Civil Engineer I, Planning Assistant, Transit Super-
visor, Water Meter Supervisor, City Clerk, Human Relations
Coordinator, Cemetery Supervisor, Chief Plant Operator, Labor
Foreman II, Lab Technician, Analyst Programmer, Crime Analyst,
Public Health Officer, Assistant Building Maintenance Director
and Executive Secretary as follows:
(1) Vacation - 1 to 7 years of service - 2 weeks
8 to 14 years of service .• 3 weeks
15 years and over - 4 weeks
(2) Sick Leave - Fifteen (15) days credited upon commencement
of employment:
(3) Life Insurance - $7,500 coverage..
(4) Hospitalization - Continued inclusion upon retirement after
twenty (20) years of service with payment
of premium by retired employee.
(5) Holidays - Ten (10) holidays, New Year's Day, Memorial Day,
Independence Day, Labor Day, Veteran's Day,
Thanksgiving Day, Christmas Day and three (3)
additional holidays which shall be designated
administratively by the City Manager.
(6) Uniform Allowances - Fifty Dollars ($50) uniform allowance
differential above the authorized
allowance for firefighter and patrolman.
(7) Tool Allowance - Fifty Dollars ($50) tool allowance differential
for Garage Foreman above the authorized
allowance for Automotive Mechanic."
Section 4. That the City Manager is hereby authorized and directed to
prepare an appropriate schedule reflecting the foregoing amendments to the
benefit program of the City of Elgin.
Section 5. That Ordinance No. G59-76, passed on December 22, 1976, be
and is hereby repealed.
Section 6. That this ordinance shall be in full force and effective as
of January 1, 1978.
