AN ORDINANCE
GRANTING A SPECIAL USE FOR A GROUP HOME FOR CHILDREN
AT 59 PARK ROW
WHEREAS, written application has been made for a special use to
permit the operation of a group home for children on the premises commonly
known as 59 Park Row, Elgin, Illinois; and
WHEREAS, the Land Use Committee conducted a public hearing on said
application after due notice as required by law; and
WHEREAS, the Land Use Committee recommended that the special use
requested be granted subject to certain conditions; and
WHEREAS, the City Council of the City of Elgin concurs in the recom-
mendations of the Land Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS°
Section 1. That the City Council hereby finds that the proposed special
use is necessary for the public convenience at the location proposed in pro-
viding a group home for children in the R-4, General Residence District;
The City Council further finds the proposed use is so designed, located
and proposed to be operated that the public health, safety and welfare will
be protected by adequate supervision and operation substantially as a single
family dwelling;
The City Council further finds that the proposed use will not cause sub-
stantial injury to property in the neighborhood in which it is located, in
that a group home for children is compatible with surrounding uses.
Section 2. That a special use permit be and is hereby granted to Larkin
Childrens Home to permit the use of the property commonly known as 59 Park
Raw and legally described as follows:
Lot 3 in F. L. McClure's Subdivision to Elgin, City of
Elgin, Kane County, Illinois.
as a group home for children, subject to the following conditions:
1. The number of children residing at the group home be limited
to six.
2. A six foot solid stockade privacy fence be constructed along
the south property line in place of the existing snow fence.
3. The establishment of the group home use shall comply with
all other applicable city codes and ordinances.
4e The two car garage be used for off-street parking only
rand its use exclusively for storage be prohibited.
5. That the special use shall terminate at such time as Larkin
Home may cease ownership or operation of the group home.

6. At least three professional staff members be present at
the facility during the day and a minimum of one staff
member present at night.
Section 3. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law.
