r AN ORDINANCE
AMENDING ARTICLE IV. ENTITLED "THE ADOPTION AND AIIKINISTRATICN
OF POSITI(N CLASSIFICATION AND PAY PLANS" OF CHAPTER 6
OF THE CITY CODE (ORDINANCE NO. S-569, PASSED DECEMBER 23, 1955)
AS PERTAINS TO THE COMPENSATION PLAN AND TO THE SCHEDULE OF STANDARD
SALARY RANGES AND THE OFFICIAL SALARY PLAN
OF THE CITY OF ELGIN, ILLINOIS AS AMENDED
WHEREAS, the City Council of the City of Elgin has heretofore ratified
and approved negotiated understandings reached by the City of Elgin's Wage
and Benefit Committee and various Employee Relations Committee; and
WHEREAS, the City of Elgin has agreed to implement a new schedule for
certain employees as described herein.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That there is hereby added to and forming a part of Article IV
of Chapter 6 of the City Code (Ordinance No. S-569, passed December 23, 1955),
as amended, the following amended schedule of standard salary ranges; for the
purpose of ordinance, ranges are hereby designated as follows:
'A' series ranges refer to Administrative positions
'L' series ranges refer to Labor positions in Public Service agreement
'S' series ranges refer to Service positions in Clerical/Technical
agreement

Section 3. That effective July 2, 1978 the salary ranges established shall
be adjusted as follows:
'L' series ranges to be increased one percent (1%)
'S' series ranges to be increased one-half percent (1/2%)
Section 4. That effective July 2, 1978 there shall be an additional salary
increase of the Consumer Price Index for Urban Wage Earners and Clerical Workers --
Chicago, All Items (1967= 100) (herein called "CPI") for the month of May, 1978
(as made available in June, 1978) has increased over the preceding CPI for the
month of May, 1977 as follows:
'L' series ranges to be adjusted for each full one-half of one percent
(1/2%) increase in the CPI between May, 1977 and May, 1978 above
e` six percent (6%) , there shall be a salary increase calculated by
multiplying each such full one-half percent (1/2%) increase by .8.

'S' series ranges to be adjusted for each full one-half of one percent
(1/2%) increase in the CPI between May 1977 and May, 1978 above
five and one-half percent (5 1/2%) , there shall be a salary
increase calculated by multiplying each such full one-half percent
(1/2%) increase by .8.
Section 5. That effective December 31, 1978, the salary ranges established
shall be adjusted as follows:
'L' series ranges to be increased five and one-half percent (5 1/2%)
'S' series ranges to be increased five and one-half percent (5 1/2%)
Section 6. That effective July 1, 1979 the salary ranges established shall
be adjusted as follows:
'L' series ranges to be increased one percent (1%)
'S' series ranges to be increased one percent (1%)
Section 7. That effective July 1, 1979 there shall be an additional salary '
increase of the Consumer Price Index for Urban Wage Earners and Clerical Workers-
Chicago All Items (1967= 100) (herein called "CPI") for the month of May, 1979
(as made available in June, 1979) has increased over the preceding CPI for the '
month of May, 1978 as follows:

Section 8. That Section 10 of Ordinance No. G-1648 establishing a benefit
program for certain management employees is hereby amended by adding the posi-
tions of Water Operations Director, Engineering Director and Deputy Finance
Director, to the positions included within the benefit program.
Section 9. That Section 11 of Ordinance No. G-1648 establishing a benefit
program for certain management employees is hereby amended by deleting the posi-
tions of Water Operations Director, Engineering Director, Assistant Finance
Director, Recreation and Auditorium Director and Stage Manager, and adding the
positions of Assistant Community Development Director, Accounting Manager,
Recreation Director and Auditorium Manager to the positions included within the '
benefit program,
Section 10, That Section 12 of Ordinance No. G-1648 establishing a benefit '
program for certain management employees is hereby amended by adding the posi-
tions of Analyst Programmer, Crime Analyst, Public Health Officer and Assistant
Building Maintenance Director.

Section 11. That the City Manager is hereby authorized and directed to
prepare an appropriate schedule reflecting the foregoing amendments to the
salary ranges of the City of Elgin.
Section 12. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 13. That this ordinance shall be in full force and effect as of
January 1, 1978.

RESOLUTION ADOPTED RATIFYING AND AUTHORIZING
EXECUTION OF AGREEMENT WITH PUBLIC SERVICES
EMPLOYEE GROUP
Councilman Hill made a motion, seconded by Councilwoman Strattan ,
to adopt the aforementioned resolution. Yeas: Councilmen Barnes ,
Gilliam, Hill , Nelson, Strattan , Vest and Mayor Verbic. Nays :
None.
