HomeMy WebLinkAboutG31-78 Ordinance No. G31-78 AN ORDINANCE AMENDING THE ZONING ORDINANCE BY ADDING A CLASSIFICATION KNOWN AS THE 0 - LIMITED OFFICE DISTRICT BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Title 19 of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by adding Chapter 19.27 entitled, "Chapter 19.27, 0-LIMITED OFFICE DISTRICT", to read as follows: Chapter 19.27 0-LIMITED OFFICE DISTRICT 19.27.010 Purpose and Intent 1. To preserve the character of existing small scale office develop- ments offering personal services of a professional nature which typically generate less vehicular traffic and require less visibility and accessibility from major arterial streets than other commercial uses. 2. To permit the development of small scale office facilities in areas unsuitable for other commercial uses, or residential or industrial uses. 3. To serve as a buffer between residential uses and other commercial or industrial uses. 19.27.020 Permitted Uses 1. Offices - business, banking,professional, and public- including lawyer, physician, dentist, architect, professional engineer, accountant, real estate and insurance agents. 2. Medical laboratories and pharmacies, limited to the sale of pre- scription drugs, only when operated in conjunction with a medical office complex. 3. Municipal facilities, fire stations, police stations, water filtra- tion plants, pumping stations, and reservoirs. 4. Temporary buildings for construction purposes, for a period not to exceed the duration of such construction. 5. Accessory uses to the above permitted uses, including off-street parking and off-street loading. 6. Other office uses substantially similar to the permitted uses in this district as determined by the Land Use Administrator or his designee, after notice and hearing as in the case of variations. 19.27.030 Special Uses 1. Libraries, branch; 2. Post offices, branch; '' 3. Off-street parking; 4. Veterinary office; : 5. Drive-in banks; 6. Public utility and public service uses, including: a. Electrical substations and distribution center; b. Telephone exchanges, microwave relay towers and telephone transmission equipment buildings. 7. Accessory uses to the above special uses including off-street parking and off-street loading. 19.27.040 Floor Area Ratio In the 0 district, floor area ratio shall not exceed 0.5, except that existing buildings which exceed the floor area ratio shall be considered conforming. 19.27.045 Height In the 0 district, building height shall not be greater than twenty-five feet above grade, except that existing buildings which do not exceed the height restriction by more than twenty percent, shall be considered con- forming. 19.27.050 Front Yard In the 0 district, the front yard shall be: A. Not less than fifteen feet in depth, except where a front yard set- back line has been established by existing buildings occupying fifty percent or more of the total frontage on one side of the segment of a street located between two intersecting streets, such yard shall be equal to not less than the average front yard setback of such existing buildings, but on a segment of such street one hundred feet or less in length located between lots containing buildings, the front yard setback line need not be greater than the setback line of the adjacent existing buildings. B. A side yard adjoining a street shall be considered a front yard. C. Where the extension of a front lot line coincides with a front lot line of a residential district, a yard equal in depth to the mini- mum front yard required by this title for such adjacent residential district shall be provided along the front lot line. 19.27.055 Rear Yards In the 0 district: -i A. If a rear yard is provided, it shall be not less than five feet in depth, except where a lot line coincides with a residential dis- trict or institutional premise. B. Where a lot line coincides with a lot line in an adjacent residence district or institutional premises, a yard shall be provided along such lot line. Such yard shall be not less than twenty feet in depth and shall be effectively screened by a solid wall or fence, or a densely planted, compacted hedge not less than five feet nor more than six feet in height or any combination of wall, fence and hedge. 19.27.060 Side Yards In the 0 district: A. If an interior side yard is provided, it shall be not less than five feet in width, except where a lot line coincides with a residential district or institutional premise. B. Where a lot line coincides with a lot line in an adjacent residence district or institutional premises, a yard shall be provided along such lot line. Such yard shall be not less than twenty feet in depth and shall be effectively screened by a solid wall or fence, or a densely planted, compacted hedge not less than five feet nor more than six feet in height or any combination of wall, fence and hedge. 19.27.070 Signs Signs shall be in accordance with provisions set forth in Chapter 19.45 of Title 19 of the Elgin Municipal Code, 1976, as amended for B-1 district. 19. 27.080 Off-Street Loading Loading berths shall be in accordance with provisions set forth in Chapter 19.44 of Title 19 of the Elgin Municipal Code, 1976, as amended for B-1 district. 19.27.090 Off-Street Parking Parking spaces shall be in accordance with provisions set forth in Chapter 19.44 of Title 19 of the Elgin Municipal Code, 1976, as amended for B-1 district.
