AN ORDINANCE
ESTABLISHING RATES FOR WATER SERVICE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Section 14.04.180 of Chapter 14.04 of the Elgin Municipal
Code, 1976, as amended, is hereby amended to read as follows:
"14.04.180 Water rates - Consumers within city.
A. The following rates are established and shall be collected
for all water furnished by the city to any consumer in the city for
purposes other than fire protection:
1. A monthly availability charge shall be collectable and
computed based upon the size of the meter in accordance with
the following, notwithstanding the foregoing availability charge
for a single family residence with a meter size not exceeding
3/4 inches shall not exceed $2.50 per month.
a. 5/8 inch, $2.50 per month
b. 3/4 inch, $8.00 per month
c. for each additional 1/4 inch, $8.00 per month
2, For each 100 cubic feet or fraction thereof of water
supplied a charge of 60$ shall be made.
B. Special services shall be billed at the prevailing water rates
or, if temporary meter service is not feasible, a substantially equivalent
rate will be determined by the city manager.
C. Water furnished by the truckload shall be billed at the following
rates:
$5.00 per 1,000 gallons or fraction thereof for the first
5,000 gallons
$3.00 per 1,000 gallons or fraction thereof over 5,000
gallons up to 10,000 gallons
$2.00 per 1,000 gallons or fraction thereof over 10,000
gallons."
Section 2. That Section 14.040200 of Chapter 14.04 of the Elgin Municipal
Code, 1976, as amended, is hereby amended to read as follows:
"14.04.200 Water meters - Bi-monthly readings.
All meters shall be read bi-monthly except as may otherwise
4 be required by commercial or industrial users."
Section 3. That Section 14.04.230 of Chapter 14.04 of the Elgin Municipal
Code, 1976, as amended, is hereby amended to read as follows:
"14.04.230 Water bills - Service discontinuance for nonpayment.
All bills for availability of water or water furnished to any
consumer not paid within the first 20 days after the same have become
due and payable shall be considered delinquent accounts and subject to
an additional charge of 10% thereof, When a consumer's account becomes
delinquent, he shall be given written notice, warning him that if he
neglects to make payment within the following five days, the water
service shall be discontinued. If the consumer neglects to make such
payment, the director of the water department shall cause the water
service for such consumer to be discontinued. If the water service is
discontinued for failure to pay for water which has passed through the
meter the bill due shall be paid in full and, in addition thereto, a fee
of eight dollars: shall be paid for turning on the service. Any agree-
ment between a property owner and his tenant regarding payment of
water bills shall not be binding to the water department."
Section 4. That this ordinance shall be in full force and effect from
and after its passage and approval in the manner provided by law,
