eft AN ORDINANCE
GRANTING A SPECIAL USE FOR A CHURCH AT 326 DuPAGE STREET,
ELGIN, ILLINOIS
WHEREAS, written application has been made for a special use permit to
establish a church at 326 DuPage Street, Elgin, Illinois; and
WHEREAS, the Land Use Committee conducted a public hearing on said
application following due notice as required by law; and
WHEREAS, the Land Use Committee has recommended approval of the applica-
tion subject to certain conditions; and
WHEREAS, the City Council concurs in the recommendations of the Land
Use Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That the City Council hereby finds and determines that the
proposed special use for a church at 326 DuPage Street, Elgin, Illinois, is
necessary for the public convenience at the proposed location to serve the
members of the congregation of said church;
The City Council further finds that the proposed special use is so
r'' designed, located and proposed to be operated that the public health, safety
and welfare will be protected in that the use of the property in accordance
with the conditions recommended for church purposes is compatible with surrounding
uses and will not cause substantial injury to the value of other property in
the neighborhood in which it is located.
Section 2. That a special use is hereby granted to the Progressive
Baptist Church for the establishment of a church on the following described
premises:
The South five rods of Lot 10 in Block 2 in James T. Gifford's
plat of East Elgin, of the original town of Elgin on the East side
of the Fox River, in the City of Elgin, Kane County, Illinois.
subject to the following conditions:
1. That three off-street parking spaces be constructed according
to city standards on the north side of the structure and be
reserved for use by the pastor or church employees.
2. That the approach to the parking spaces be reconstructed
according to city standards.
3. That a seven foot planting strip be provided along the north
property line and that a screening hedge of a three to four
foot height be installed in said planting strip.
4. That all asphalt be removed from the tree bank on the south
and east sides of the property and be replaced with grass.
5. That the structure be inspected and meet all applicable
building codes.
Section 3. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 4. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law and shall be published in
pamphlet form by authority of the City Council.
