AN ORDINANCE
PROVIDING FOR THE OFFICE OF CITY CLERK
WHEREAS, the City of Elgin is a home rule unit within the meaning of
the Constitution of the State of Illinois, 1970, and has the authority to
perform any function and exercise any power relating to its government
and affairs; and
WHEREAS, the status and duties of officers and employees of the
City of Elgin are matters within the government and affairs of the City
of Elgin.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Section 13-3 of Chapter 13 of the Elgin City Code,
as amended, be and is hereby further amended to read as follows:
"13-3. City Clerk. The City Clerk shall be appointed
by the Mayor with the advice and consent of the City Council
and shall be under the supervision of the Finance Director.
Before entering upon the duties of the office, the City
Clerk shall execute a bond in such amount and with such
sureties as may be required by the City Council, conditioned
elibh upon the faithful performance of his duties. The City Clerk
may be removed from office by the City Manager with the advice
and consent of the City Council whenever it shall appear that
the best interests of the City demand removal.
The Clerk shall perform all duties required by the
statutes of the State of Illinois. In addition to such
duties, the Clerk shall perform the following additional
duties.
(a) To establish and maintain an inventory of all real
property owned by the City of Elgin and in connection there-
with to cause exemption petitions to be prepared and annual
certificates of exemptions to be filed in the manner pro-
vided by law.
(b) To act as registrar of vital statistics of the
City of Elgin.
(c) To act as recording secretary for the Liquor
Control Commissioner and for the Board of Local Improvements.
(d) To cause to be prepared and mailed invoices for
emergency ambulance service and to maintain records of said
invoices.
(e) Such other duties as may be assigned from time to
time by the Finance Director.
The Salary of the City Clerk shall be established by
ordinance."
Section 2. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 3. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law.
