AN ORDINANCE
GRANTING A SPECIAL USE FOR A COMMUNITY SERVICE FACILITY
AT 600 MARGARET PLACE
WHEREAS, written application has been made for a special use for a
community service facility at 600 Margaret Place, Elgin, Kane County,
Illinois; and
WHEREAS, the Plan Commission has prepared and forwarded its written
report to the Zoning Board of Appeals and the City Council; and
WHEREAS, a public hearing has been held by the Zoning Board of
Appeals after due notice by publication as provided by state statute and
the Elgin Zoning Ordinance; and
WHEREAS, the Zoning Board of Appeals has submitted its findings and
recommendations to the City Council.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That the City Council finds that the proposed special use
for a community service facility will provide the City of Elgin with a
needed 24 hour a day shelter facility and that said facility is not a
duplication of existing services and will be available to all members of
the community in times of crisis and that the public convenience will be
served by the proposed use;
The City Council further finds that said proposed use is so designed,
located and proposed to be operated that the public health, safety and
welfare will be protected in that the residential character of the building
will be preserved, the facility will be staffed by professional employees,
adequate parking and safer egress will be provided;
The City Council further finds that the proposed use will not cause
substantial injury to the value of other property in the neighborhood in
which it is located in that the residential character of the premises will
be maintained, no signs or advertising will be permitted and property
values of surrounding property will not be effected.
Section 2. That a special use be and is hereby granted to Community
Crisis Center, Inc. for the maintenance and operation of a community
service facility on the following legally described premises:
That part of the Southeast Quarter of Section 13, Township
41 North, Range 8 East of the Third Principal Meridian, described
as follows: Beginning at the Northwest corner of lot 9 of J. H.
and F. Gifford's Addition; thence Southerly along the West line of
lot 9 for a distance of 138 feet to the Southwest corner of said
lot; thence Easterly along the South line of said lot 9 for a
distance of 93.5 feet; thence Northerly along a line parallel to
and 93.5 feet East of the West line of said lot 9, to a point
on the North line of said lot; thence Westerly along said
North line for a distance of 93.5 feet to the place of beginning.
All the above described property being in the City of Elgin,
Elgin Township, Kane County, Illinois and containing 0.29 acres
more or less.

Section 3. That the special use granted herein is subject to the
following conditions:
1. Full compliance with the B.O.C.A. and Fire
Safety Codes prior to occupancy of the petitioned
facility.
2. Providing off-street parking as determined by
staff review of the site plan.
3. The special use granted herein shall terminate
at such time as it is no longer actively operated
by the Community Crisis Center, Inc.
4. The special use granted herein shall expire six
months from the effective date hereof unless
extended by the City Council after review and
evaluation of the operation of said special use.
Section 4. That all ordinances or parts of ordinances in conflict
with the provisions of this ordinance are hereby repealed.
Section 5. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law.
