AN ORDINANCE
ESTABLISHING THE ELGIN BEAUTIFICATION COMMISSION
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. There is hereby created a Beautification Advisory Commis-
sion entitled the Elgin Beautification Commission composed of 12 members
to be appointed by the Mayor with the advice and consent of the City
Council. Members shall serve respectively for the following terms: four
for one year, four for two years, and four for three years. The successor
to each member so appointed shall serve a term of three years. Terms shall
expire on May 1 of the year of the termination. The Mayor shall designate
the Chairman of the Commission from among the members thereof.
Section 2. None of the members may receive any compensation for
services, but all members shall be reimbursed for expenses incurred in
the performance of their duties as may be authorized by the City Council.
Section 3. As soon as practicable the members shall meet and organize
and designate by majority vote some person to act as Secretary, who shall
keep a record of all proceedings. The Commission shall act officially
only in a meeting duly called by the Chairman or at a regular meeting
fixed by resolution of the Commission adopted by majority vote.
eik Section 4. The Commission has the power and duty:
(a) to conduct a visual inventory and analysis of the City
of Elgin to identify needs and specific problem areas in improving
and upgrading the appearance of the City of Elgin.
(b) to develop alternative conceptual solutions to problems
identified in the inventory and analysis of community needs.
(c) to select and recommend the most appropriate and feasible
alternative solution for each area of concern and synthesize such
solution into a long-range plan (20 years) for consideration and
action by the City Council.
(d) to develop a series of short-range programs for implementa-
tion of the Master Plan.
(e) to recommend specific projects for implementation by the
City of Elgin and to encourage the implementation of certain projects
by service clubs, garden clubs, and other interested groups concerned
with beautification of the City of Elgin.
(f) to establish rules for the conduct of meetings.
(g) to perform such other duties as the City Council may from time to time designate.
Section 5. That this ordinance shall be in full force and effect from
and after its passage and approval in the manner provided by law.
