AN ORDINANCE
AMENDING ARTICLE IV. ENTITLED "THE ADOPTION AND ADMINISTRATION
OF POSITION CLASSIFICATION AND PAY PLANS." OF CHAPTER 6 OF THE
CITY CODE (ORDINANCE NO. S-569, PASSED DECEMBER ;X, 1955) AS
PERTAINS TO THE COMPENSATION PLAN AND TO THE SCHEDULE OF STANDARD
SALARY RANGES AND THE OFFICIAL SALARY PLAN OF THE
CITY OF ELGIN, ILLINOIS.
WHEREAS, in the considered opinion of the City Council of the City of
Elgin, Illinois, it is fit and proper and to the best interest of the community
that the Compensation Plan and the Schedule of Standard Salary Ranges and the
Official Salary Plan for City employees be from time to time reviewed and
amended; and
WHEREAS, the City Council of the City of Elgin authorized the City
Manager to arrange meetings with Employee Relations Committees, elected by
their fellow employees, to represent them for the purpose of discussion of
wage and benefit changes; and
WHEREAS, the City of Elgin's wage and benefit committee has met with the
various Employee Relations Committees and has reached an understanding with
certain committees, said understanding receiving a majority approval of
employees represented; and
WHEREAS, the City of Elgin desires to implement the understandings
reached by the City and Employee Relations Committees not heretofore
implemented.
WHEREAS, the City of Elgin desires to also amend the various salary
schedules for management, professional and supervisory personnel.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That there is hereby added to and forming a part of Article IV
of Chapter 6 of the City Code (Ordinance No. S-569 passed December 23, 1955) , as
amended, the following schedule to be known as Schedule I D-E.

Section 2. That Schedule II attached to and forming a part of Article IV
of Chapter 6 of the City Code (Ordinance No. S-569 passed December 23, 1955) ,
as amended, be and is hereby amended so that the following position classifica-
tions and accompanying monthly pay ranges read as follows:

Section 3. That effective January 1, 1974 the standard work week for the
Police Patrolman shall be increased from the present average of forty (40) hours
to forty-one and one-quarter (41.25) hours. Compensation for such additional
time is reflected in Schedule I and II E above.
Section 4. That effective July 1, 1974 Schedule I and II D-E shall be
adjusted for increases in the cost of living based upon the United States
Department of Labor, Bureau of Labor Statistics, Chicago Region, Cost of Living
Index from November, 1973 through April, 1974 in the manner that these ranges
shall receive an increase equal to 1¢ per hour for every .5 of a point increase
in the cost of living.
Section 5. That effective January 1, 1975 Schedule I and II E forming a
part of Article IV of Chapter 6 of the City Code (Ordinance No. S-569, passed file,
December 23, 1955) , as amended, shall be amended in the following manner.
(A) That all cost of living adjustments provided in
Section 4 shall be added.
(B) That the salaries for the position of Police
Patrolman shall be increased by 4.5 percent.
Section 6. That effective January 1, 1975 Schedule I and II E shall be
adjusted for increases in the cost of living based upon the United States
Department of Labor, Bureau of Labor Statistics, Chicago Region, Cost of
Living Index from May, 1974 through October, 1974 in the manner that these
ranges shall receive an increase equal to 1¢ per hour for every .5 of a point
increase in the cost of living.
Section 7. That effective July 1, 1975 Schedule I and II E forming a
part of Article IV of Chapter 6 of the City Code (Ordinance No. S-569, passed
December 23, 1955) , as amended, shall be amended in the following manner.
(A) All increases resulting from the cost of living increase
provided in Section 6 shall be added.
(B) That the salaries for the position of Police Patrolman
shall be increased by 2.25 percent.
Section 8. That effective July 1, 1975 Schedule I and II E shall be
adjusted for increases in the cost of living based upon the United States
Department of Labor, Bureau of Labor Statistics, Chicago Region, Cost of
Living Index from November, 1974 through April, 1975 in the manner that these
ranges shall receive an increase equal to 1¢ per hour for every .5 of a
point increase in the cost of living.
Section 9. That effective January 1, 1974 the position of Police Patrol-
man shall receive overtime pay for duty time exceeding twenty (20) minutes
following the regularly scheduled work day, emergency callouts or assignments
on scheduled days off at the rate of time and one-half. For purpose of inter-
pretation of this section such duty that results from court calls, training
or holiday duty shall not be considered eligible for time and one half and
shall be paid at the prevailing straight time rate. Any overtime that becomes
eligible for the time and one half rate shall become applicable to all time
worked over the regularly scheduled work day°
Section 10. That there is hereby established a benefit program for the
positions of Police Chief, Corporation Counsel, Public Works Director, Finance
Director, Fire Chief, Community Development Director, Public Property and
Recreation Director, Building Maintenance Director, Fleet Administrator and
Assistant to the City Manager as follows:
(1) Vacation - 1 to 10 years of service - 3 weeks
11 years and over - 4 weeks
(2) Sick Leave - Sixty (60) days credited when commencing
employment.
(3) Life Insurance - $7,500 coverage.
(4) Hospitalization - Participation in fully paid program while
employed and continued inclusion after
20 years service with payment of premium
by retired employee.
Section 11. That there is hereby established the benefit program for the
positions of Engineering Director, Planning Director, Water Director, Health
and Housing Supervisor, Assistant Finance Director, Civil Engineer II, Inspec-
tion Supervisor, Senior Planner, Assistant Corporation Counsel, Police
Lieutenant, Deputy Fire Chief, Street Superintendent, Electrical Superintendent,
Chief Plant Operator/Chemist, Construction Superintendent, Refuse Superintendent
and Administrative Assistants as follows:
(1) Vacation - 1 to 5 years of service - 2 weeks
6 to 15 years of service - 3 weeks
16 years and over - 4 weeks
(2) Sick Leave - Thirty (30) days credited when commencing
employment.
(3) Life Insurance - $5,000 coverage.
(4) Hospitalization - Participation in fully paid program while
employed and continued inclusion in group
policy for retired employees after 20 years
service with payment of premium by the
retired employee.
Section 12. That there is hereby established a benefit program for the
position of Police Sergeant, Planner, Assistant Parks and Recreation Director,
Planning Assistant, Civil Engineer I, City Clerk, Parking Meter and Signs
Supervisor, Water Meter Supervisor, Cemetery Supervisor, Labor Foreman II,
Executive Secretary be as follows:
(1) Vacation - 1 to 7 years of service - 2 weeks
8 to 17 years of service - 3 weeks
18 years and over - 4 weeks
(2) Sick Leave - Fifteen (15) days credited after commencing
employment.
(3) Life Insurance - $2,500 coverage.
Section 13. All current employees without sufficient years of employment
to have earned sick leave equivalent to that established in Section 10 shall
be entitled to a credit for sick leave equalling the difference between the
maximum number of days for active years of service and the minimum established
in Section 10.
Section 14. The City Manager is hereby authorized and directed to prepare
an appropriate schedule reflecting the foregoing amendments to the salary ranges
and pay plans of the City of Elgin along with those covered by Ordinance G-1640.
Section 15. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 16. That the ordinance shall be effective from and after
January 1, 1974.
