HomeMy WebLinkAboutG-1645 Ordinance No. G-1645 AN ORDINANCE PROHIBITING TURNING MOVEMENTS AT CERTAIN RED LIGHTS. WHEREAS, the Illinois Vehicle Code has been amended to permit vehicles to make a right turn on a red signal after stopping effective January 1, 1974; and WHEREAS, the Illinois Vehicle Code permits the prohibition of said turns if they conflict with other vehicle or pedestrian movements; and WHEREAS, the public convenience and necessity require that turns on red signals be prohibited at certain locations. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 17-406(c) of Chapter 17 of the Elgin City Code, as amended, be and is hereby amended to read as follows: (c) Steady Red Indication. 1. Vehicular traffic facing a steady red signal alone shall stop before entering the crosswalk on the near side of the inter- section or, if none, then before entering the intersection they shall remain standing until an indication to proceed is shown except as provided in paragraph 2 and 3 of this section. 2. Vehicular traffic facing a steady red signal at an inter- section may turn right, except at those intersections designated in paragraph 4 of this section, after stopping as required by paragraph 1 of this section, but shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to other traffic lawfully using the intersection. 3. Vehicular traffic on a one way highway facing a steady red signal may, after stopping as required by paragraph 1 of this section, cautiously enter the intersection and make a left turn onto an intersecting one way highway on which traffic travels to the left but shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to other traffic lawfully using the inter- section except at those intersections designated in paragraph 4. 4. Right turns against a steady red signal are prohibited at the following intersections: Westbound on West River Road turning north onto North State Street (Ill. 31) . Eastbound on Davis Road turning south onto North State Street (Ill. 31) . Eastbound on Lawrence Avenue turning south onto North State Street (Ill. 31) . Northbound on North State Street (Ill. 31) turning east onto Kimball Street. Northbound on North State Street (Iil. 31) turning east onto Chicago Street. Eastbound on Chicago Street turning south onto North State Street (Iii. 31) . Northbound on Dundee Avenue (Ill. 25) turning east onto Luda Street. Westbound on Luda Street turning north onto Dundee Avenue (Ill. 25) . Eastbound on Congdon Avenue turning south onto Dundee Avenue (Ill. 25) . Westbound on Summit Street (Iii. 58) turning north onto Dundee Avenue (Ill. 25) . Northbound on Dundee Avenue (Ill. 25) turning east onto Summit Street (Ill. 58) . Southbound on Liberty Street (Ill. 25) turning west onto Chicago Street. Westbound on Chicago Street turning north onto Liberty Street (Iii. 25). Southbound on Center Street turning west onto Highland All Avenue (US 20 BR). Northbound on South State Street (Ill. 31) turning east onto National Street. Southbound on McLean Boulevard turning west onto Highland Avenue. Northbound on McLean Boulevard turning east onto Highland Avenue. Eastbound on Highland Avenue turning south onto McLean Boulevard. Westbound on Highland Avenue turning north onto McLean Boulevard. A sign shall be erected at each such intersection giving notice of the prohibition of a right turn. 5. Unless otherwise directed by pedestrian control signal, as provided in Section 407, pedestrians facing a steady red signal alone shall not enter the roadway. Section 2. That all ordinances or parts of ordinances in conflict with All the provisions of this ordinance are hereby repealed. r Section 3.
