AN ORDINANCE
GRANTING A SPECIAL USE FOR A GERIATRIC DAY CARE CENTER.
WHEREAS a written application has been made for a special use to
permit a geriatric day care center at 695 South State Street, Elgin,
Illinois; and
WHEREAS the Plan Commission has reviewed said application and
forwarded its written report to the Zoning Board of Appeals and the
City Council; and
WHEREAS a public hearing has been held by the Zoning Board of
Appeals after due notice as required by the statutes of the State of
Illinois and the Elgin Zoning Ordinance and the Zoning Board of Appeals
has reported its findings and recommended that said special use be
granted
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That the City Council hereby finds that the proposed
geriatric day care center is deemed necessary for the public convenience
in that it will provide a needed social program for frail, moderately
handicapped, slightly confused or isolated older persons and create a
protective and supportive environment for the persons and tend to avoid
the necessity for institutionalization in nursing homes, retirement
centers or mental hospitals.
The City Council further finds that the proposed center will be
appropriately supervised and serve approximately 20 persons a day and
will be limited in its operations from 7:00 a.m. to 5:00 p.m. and also
will provide transportation for clients and is otherwise so designed,
located and proposed to be operated so that the public health, safety
and welfare will be protected.
The City Council further finds that the proposed use will not cause
substantial injury to the value of other property in the neighborhood in
which it is located, in that the subject premises have been vacant for a
long period of time and will not be structurally altered and the proposed
use will not result in traffic congestion,
Section 20 That a special use is hereby granted to THE ELDERS, a
not for profit organization, to operate a geriatric day care center on
the following described premises:
By The Elders, 695 South State Street, Elgin for a
Special Use for Privately Owned or Operated Community Center
for the Elderly in an R-2, Single Family Residence District
legally described as Part of Lot 4 of County Clerk's Sub-
division in the City of Elgin, Kane County, Illinois.

Section 3. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 4. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law and shall be published in
pamphlet form by authority of the City Council.
