HomeMy WebLinkAboutG-1623 Ordinance No. G-1623 AN ORDINANCE GRANTING A SPECIAL USE FOR AN INSTITUTIONAL HOME AT 150-152 COLLEGE STREET, ELGIN, ILLINOIS. WHEREAS a written application has been made for a special use to permit an institutional home at 150-152 College Street, Elgin, Illinois; and WHEREAS the Plan Commission has reviewed said application and forwarded its written report to the Zoning Board of Appeals and the City Council; and WHEREAS the public hearing has been held by the Zoning Board of Appeals after due notice as required by statutes of the State of Illinois and the Elgin Zoning Ordinance and has reported its findings and recommended that the special use be granted. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the City Council hereby finds that a special use for an institutional home on the subject property is necessary for the public convenience to provide a half-way house for children under the care of Larkin Home. That the City Council further finds that said special use will be limited in the number of occupants and will be under professional care and supervision and is otherwise so designed, located and proposed to be operated so that the public health, safety and public welfare will be protected. That the City Council further finds that the special use will not cause substantial injury to the value of other property in the neighborhood in which it is located as no structural changes will be made and the subject property will continue to be occupied in a residential fashion. Section 2. That there is hereby granted a special use for an institutional home to serve as a half-way house for children under the care of Larkin Home on the following described premises: By Larkin Home for Children, 1212 Larkin Avenue, Elgin for a Special Use for an Institution for Children in an existing R-4 General Residence District for the property legally described as Lot 7, B.W. Raymond's Addition to the City of Elgin, Kane County, Illinois. (Commonly known as 150-152 College Street.) subject to the following conditions: 1. The number of residents shall be limited to eight children of the same sex; 2. Off-street parking spaces shall be provided and reserved for staff personnel. Section 3. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 4.
