HomeMy WebLinkAboutG-1609 Fi Ordinance No. G-1609 AN ORDINANCE AMENDING THE BUILDING CODE RELATING TO SPRINKLER SYSTEMS AND FIRE SEPARATION WALLS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 19-103, Article 1 of Chapter 19, entitled "Amendments to Basic Building Code" is hereby amended by adding the following subsections: "(i) Sections 1213.11, 1213.12, 1213.13, 1213.14, 1213.15, 1213.16 and 1213.17 of Article 12 are hereby deleted in their entirety. (j) Section 1213.1 of Article 12 is hereby amended to read as follows: '1213.1 Buildings Requiring Sprinklers: Approved automatic sprinkler systems shall be provided in all buildings herein specified or as required for special uses and occupancies in Article 4. a. An approved automatic sprinkler system shall be installed throughout every building more than four stories in height. b. Especially Hazardous Properties. Throughout every building, which by reason of its highly combustible occupancy involves a severe life hazard to its occupants or in the judgment of the Chief of the Fire Department constitutes a fire menace to adjoining property. c. Buildings for the Manufacture, Storage or Sale of Combustible Goods or Merchandise. Throughout every Class 1-A, 1-B building occupied in whole or in part for the manufacture, storage, or sale of combustible goods or merchandise, if over two stories in height and more than seven thousand five hundred square feet in area. Throughout every building of Type 2, 3 and 4 construc- tion occupied in whole or in part, for the manufacture, storage or sale of combustible goods or merchandise, of more than seven thousand five hundred square feet in area. d. Garages. Throughout all garages as follows: Type 1-A, 1-B buildings over 10,000 square feet area. Type 2, 3 and 4 buildings over 6,000 square feet in area. er e. Basements. Throughout all basements and cellars of buildings having an area of 2,500 square feet or more used for the manu- facture, storage or sale of combustible material or merchandise, or the housing of automobiles. f. Assembly Occupancies - Type F-1-A, F-1-B, F-2 and F-3. Throughout all buildings if such places of assembly are located above or below the first or grade floor regard- less of type of construction. Throughout all buildings of such places of assembly over 10,000 square feet if of Type 1, 2-A, or 3-A construction, and over 4,800 square feet if of Type 2-B, 2-C, 3-B, 3-C or 4 construction. g. Assembly Occupancies Type F-4. Throughout all exitway stairways, shops, kitchens, storage areas, janitor closets or other spaces where combustible materials are stored or handled regardless of type of construction if such building is over 4,800 square feet in area. h. Institutional Buildings - Type H-1, H-2. Throughout all hospital and institutional buildings regardless of type of construction. Exception: Sprinklers may be omitted in security areas of penal type institutions. i. Residential - L-1 - Hotels. In the basements, cellars, store rooms, kitchens, work rooms, hallways and stairways of all Use Group (L-1) occupancies of type 1-A and 1-B construction more than three stories in height and more than two stories in height if over 5,000 square feet in area and throughout all such buildings of type 2, 3 and 4 construction. j . Residential - L-2 - Multi-family. In the basements, cellars, store rooms, work rooms, hallways, and stairways of all Use Group (L-2) occupancies of type 1-A and 1-B construction more than three stories in height and more than two stories in height if over 5,000 square feet in area. In these areas of all buildings of type 2, 3 and 4 construction. Exemption and Substitution of Other Fire Protection Equipment. Nothing herein shall be construed to require the installation of sprinklers in safe deposit or other vaults, or in rooms or buildings devoted to the manu- facture or storage of aluminum powder, calcium carbide, calcium phosphide, metallic sodium and potassium, quicklime, magnasium powder, sodium paroxide or like materials, where the application of water may cause or increase fire, nor in any other location where the installation of sprinklers may increase the hazard; nor shall it be construed in any way to interfere with substitution of other approved auto- matic protective equipment. ' (k) Section 907.0 of Article 9 entitled 'Fire Walls and Party Walls'is hereby amended by adding Subsection 907,10 to read as follows: '907.10 Row and Townhouses. The following requirements shall apply to any building containing three or more separate living units and considered as row or townhouses as defined below: a. Townhouse. A townhouse is a single living unit separated from other living units by a vertical living unit separa- tion wall. Each townhouse shall be independently occupied from adjoining townhouses and shall be located on its own independent lot, with a maximum of two floors above grade. b. Rowhouses. A rowhouse is a living unit separated by a vertical living unit separation wall which is occupied independently of adjoining rowhouses. A rowhouse will have more than one living unit on the same lot, with a maximum of two floors above grade. c. Living Unit Separation Wall. The "living unit separation wall" is to be a minimum 8 inch thick masonry wall of not less than three hours fire resistance separating living units so that not more than one living unit is found be- tween these separation walls. Each living unit separation wall shall be provided with a 12" parapet where roof is of combustible construction. eft 1. The living unit separation wall is not to be construed as a fire wall as defined under the building code. This does not prevent the separa- tion wall from being constructed as a fire wall if necessary for limiting height and area as prescribed under this Building Code for the total collection of Living Units considered in one building. Penetration of this wall is not permitted except by steel beams with fire cut and 4 inch minimum masonry protection at the ends of the beams. Exception: The 12 inch parapet may be eliminated if the roof is of noncombustible sheathing and Class A, B or C roof coverings are used for a distance of not less than 8 feet on both sides of the living unit separation wall. d. Each grouping of occupancies shall meet the height and area and exposure protection requirements as indicated in the referenced building code." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of-this ordinance are hereby repealed. r • Section 3. That this ordinance shall be in full force and effect from and after its passage in the manner provided by law and shall be published in pamphlet form by order of the City Council. s/ W. E.
