Ordinance No. G-1415 r AN ORDINANCE AMENDING ARTICLE IV, ENTITLED "THE ADOPTION AND ADMINISTRATION OF POSITION CLASSIFICATION AND PAY PLANS", OF CHAPTER 6 OF THE CITY CODE (ORDINANCE NO. S-569, PASSED DECEMBER 23, 1955) , AS PERTAINS TO THE COMPENSATION PLAN AND TO THE SCHEDULE OF STANDARD SALARY RANGES AND THE OFFICIAL SALARY PLAN OF THE CITY OF ELGIN, ILLINOIS. WHEREAS, in the considered opinion of the City Council of the City of Elgin, Illinois , it is fit and proper and to the best interest of the community that the Compensation Plan and the Schedule of Standard Salary Ranges and the Official Salary Plan of the City of Elgin employees be, from time to time, reviewed and amended in relationship to the economic conditions that exist from time to time. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 6-403 of Article IV of Chapter 6 of the City Code (Ordinance No. S-569, passed December 23, 1955) , as amended, be, and the same hereby is, amended in the following manner, to wit: That Section 4 of said Section 6-403 be, and the same hereby is, amended to provide as follows, to wit: Salary Ranges: Salary increases shall be of two types: (1) those within appropriate ranges, and (2) those resulting from an adjustment of the salary range to a higher pay rate. In-range salary increases shall be from one step to the next higher step and shall be made annually for each individual employee, effective with either the anniversary day of the commencement of his employment by the City or the anniversary day of his reassignment to another job classification. All salary increases are contingent upon the recommendation of the department head, as indicated by a "Satisfactory" service rating. Those employees performing, in an "Unsatisfactory" manner, upon recommendation of the department head, may have his anniversary increase and/or part or all of a salary range adjustment increase held back. After reaching the top salary in his range, an employee receiving a "Superior" rating, or having assigned responsibility above the normal responsibility of the class to which he is assigned and for which no other classification exists, may, on recommendation of the City Manager, be advanced a maximum of one step beyond such maximum salary in the range. Notwithstanding the provisions of the foregoing paragraph, a department head may grant salary increases of more than one step or more frequently than specified above upon submitting detailed written statements to the City Manager specifying the employee's exceptional performance of the unusual employment conditions that made such action necessary and after approval of such increases by the City Manager. ribk Salary increases or decreases resulting from the adjustment of salary ranges in accordance with Section 2 of this rule shall not prevent within-range increases in accordance with this section, Section 2.
