AN ORDINANCE
PROVIDING THAT PROPOSED ANNEXATION AGREEMENT BETWEEN THE
CITY OF ELGIN, ILLINOIS, AND VICTOR MANUFACTURING & GASKET COM-
PANY BE PLACED ON FILE IN THE OFFICE OF THE CITY CLERK FOR PUBLIC
INSPECTION AND FURTHER PROVIDING FOR A PUBLIC HEARING TO BE HELD
AS PROVIDED BY STATUTE UPON THE PROPOSED ANNEXATION AGREE-
MENT AND UPON THE PROPOSED ZONING OF SAID PROPERTY DESCRIBED
THEREIN UNDER THE ELGIN ZONING ORDINANCE.
WHEREAS, Victor Manufacturing & Gasket Company, an Illinois corpora-
tion, is one of the owners of record of certain territory proposed to be annexed
to the City of Elgin, described as follows, to-wit:
Parts of Sections 29, 30, 31 and 32, Township 41 North,
Range 9 East of the Third Principal Meridian described as
follows: Beginning at the intersection of the West line of said
Section 29 with the Southerly right-of-way line of the Chicago,
Milwaukee, St. Paul and Pacific Railroad; thence Southerly
along said Westerly line, a distance of 112, 54 feet; thence East-
erly along a line that forms an angle of 90 degrees 39 minutes
30 seconds to the left with the prolongation of the last described
course, a distance of 107. 17 feet to a point in a line that is 50. 0
feet Southwesterly of (measured at right angles thereto) and
parallel with the Southerly right-of-way line of the Chicago, Mil-
waukee, St. Paul and Pacific Railroad; thence Southeasterly along
said parallel line, a distance of 764. 9 feet to the Easterly line of
a strip of land conveyed to Public Service Company of Northern
Illinois by Warranty Deed recorded April 26, 1940, as Document
No. 12472185; thence Southeasterly along said Easterly line, a
distance of 64. 54 feet; thence Southeasterly parallel with the
Southerly right-of-way line of the Chicago, Milwaukee, St. Paul
and Pacific Railroad, a distance of 628. 8 feet; thence Southerly
parallel with the West line of said Section 29, a distance of 509. 8
feet to the center line of Spaulding Road; thence Easterly along
said center line, a distance of 361. 0 feet to a point in a line that
is 250. 0 feet Northwesterly of (measured at right angles thereto)
and parallel with the center line of the main track of the Elgin,
Joliet and Eastern Railway; thence Southwesterly along said para-
llel line, 1720. 1 feet to the South line of the North 68 acres of the
Northwest quarter of Section 32, Township and Range aforesaid;
thence Easterly along said South line, a distance of 125. 37 feet
to the Westerly right-of-way line of the Elgin, Joliet and Eastern
Railway; thence Southerly along said Westerly right-of-way line,

1545 feet to the South line of the Northwest quarter of said 4115
Section 32; thence Westerly along said South line, 1443.0 feet
to the Southwest corner of said Northwest quarter; thence Westerly
along the South line of the Northeast quarter of Section 31, Town-
ship and Range aforesaid, a distance of 1342.65 feet to the South-
west corner of the East half of said Northeast quarter; thence
Northerly along the West line of the East half of said Northeast
quarter, a distance of 2002.7 feet; thence Easterly 22.41 feet
to the center line of Gifford Road; thence Northerly along said
center line, 3220 feet to the Southerly right-of-way line of the
Chicago, Milwaukee, St. Paul and Pacific Railroad; thence North-
westerly along said Southerly right-of-way line to the West line of
the Northeast quarter of the Southeast quarter of Section 30, Town-
ship and Range aforesaid; thence Northerly along said West line to
the Northerly right-of-way line of the Chicago, Milwaukee, St. Paul
and Pacific Railroad; thence Southeasterly along said Northerly
right-of-way line to the East line of said Section 30, being also
the West line of Section 29, Township and Range aforesaid; thence
Southerly along said West line, 112.46 feet to the place of beginning,
in Cook County, Illinois, and
WHEREAS, Division 15.1 of Article 11 of the Illinois Municipal Code
specifically authorizes the corporative authorities of any municipality to
enter into annexation agreements with one or more of the owners of record of
land in any territory which may be annexed to the municipality, as provided
by law, and
WHEREAS, Victor Manufacturing & Gasket Company, an _ Illinois cor-
poration, has proposed to the City of Elgin that, in the event the above-
described property is annexed to the City of Elgin, the said City enter into
an annexation agreement, identified as, "Annexation Agreement", and
WHEREAS, in the opinion of the City Council, it is to the best interests
of the City of Elgin that the above-described property be annexed to and
become a part of the City of Elgin.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That that certain annexation agreement identified as,
"Annexation Agreement", attached to and made a part of this ordinance as
Exhibit "A", be placed in the office of the

City Clerk for public inspection, upon the passage of this ordinance.
Section 2. That the City Council shall hold a public hearing upon the
proposed annexation agreements on October 14 , 1965, at the hour of 6:30
P. M. in the City Courtroom at the City Hall, Elgin, Illinois.
Section 3. That the City Clerk shall cause notice of said public hearing
to be published, as provided by law, not more than 30, nor less than 15 days,
prior to the date fixed for said hearing.
Section 4. That the attached, "Annexation Agreement", provides that
said property, which is zoned M-2, General Manufacturing District, under the
Zoning Ordinance of Cook County, be zoned M-2, General Manufacturing Dis-
trict, under the Elgin Zoning Ordinance, if annexed to the municipality, and
that the public hearing on the matter of zoning shall be held by this Council in
conjunction with the public hearing pertaining to the execution of said agreements
at 6:30 o'clock P. M. on October 14 , 1965, in the City Courtroom at the
City Hall in Elgin, Illinois, and that proper notice of said hearing shall be
published as provided by statute.
Section 5. That this ordinance shall be effective from and after its
passage, as provided by law, and shall be published in pamphlet form by author-
ity of the City Council.
