FOR THE ITY: FOR THE ENGINEER: 13 "11 > y: , 1 City Manager Name/Print: Erica Spolar ;-11 /1 Title: Executive Vice President 'ity Clerk - 9 - ATTACHMENT A SCOPE OF SERVICES I a Hampton, Lenzini and Renwick, Inc. , Civil Engineers • Structural Engineers • Land Surveyors • Environmental Specialists www.hlrengineering.com August 25, 2026 ATTACHMENT A SCOPE OF SERVICES Sandy Creek Dam Removal Hampton. Lenzini and Renwick. Inc. (HLR) has prepared this proposal letter agreement to complete the concept design for the Sandy Creek Dam Removal project. This project is located at an in-line stormwater basin on Sandy Creek between Airlite Street and Highland Avenue in Elgin, Kane County, Illinois. The existing basin was constructed as a part of the Lincolnwood Terrace subdivision development in 1992 for stormwater storage and aesthetic purposes. The basin is controlled by a dam connected to the upstream wingwalls of the concrete box culvert crossing Highland Avenue, impounding Sandy Creek upstream to Airlite Street. While the basin was designed and originally functioned as an open pond, it has filled in with sediment over time. This is a result of large sediment discharge events paired with the typical sediment processes of in-line basins. This issue has worsened in recent years, exhibited by the development of dense stands of invasive vegetation such as cattail and phragmites in areas that previously were open water. The current status of the basin not only negatively impacts the aesthetics of the subdivision. but also the functional value of Sandy Creek by disrupting sediment transport. inhibiting fish passage, and deteriorating water quality. Removing the dam will address these impairments by draining the basin and restoring this reach of Sandy Creek. The preliminary scope of this project will consist of the development of a concept design for the removal of the dam and restoration of Sandy Creek upstream to Airlite Street. Detailed topographic. bathymetric. and sediment survey of the basin and surrounding area will be acquired to inform the concept design. Initial coordination with applicable regulatory agencies will be conducted in order to understand the permit requirements associated with this work and how the concept design can be tailored to best adhere to these requirements. Based on the concept design developed, an application for the IEPA Section 319(h) Nonpoint Source Pollution Control Financial Assistance Program will be submitted in order to fund the detailed design and construction of this work. The scope of services is detailed below. A detailed cost breakdown for these services is provided in Exhibit A. SCOPE OF SERVICES Task 1: Bathymetric/Sediment Survey Services Bathymetric survey will be completed with GPS base and receivers to determine sediment depths and distribution. which will provide an estimate for the total volume of deposited sediment. HLR will survey the bottom of the sediment utilizing a long probe that will be forced through the sediment to refusal, assuming that is the solid subbase. The limits will be 10 feet beyond the top of banks. Structure surveys will be completed for the existing dam and the culvert crossing Highland Avenue. Inverts will be collected for all culverts around the shore. The project will use Illinois East State Plane Coordinates and NAVD 1988 vertical datum. A volume calculation will be made for the elevation differences between the soft and hard bottom to quantify deposited sediment. Deliverables for Task 1 include a set of exhibits showing the stream/basin bathymetry and sediment depth. Task 2: Preliminary Engineering—Concept Design, Permit Coordination, and Grant Application HLR will prepare a concept design for the removal of the dam and restoration of Sandy Creek between Airlite Street and Highland Avenue. This concept design will be informed by the bathymetric/sediment survey and occur concurrently with initial permit coordination. A site visit will be conducted to assess current basin conditions and collect photos. 1707 N Randall Road 380 Shepard Drive 380 N lerra Cotta Road 3085 Stevenson Drive 323 West 3rd Street Suite 100 Elgin,Illinois 60123-7010 Unit G Suite 201 P 0 Box 160 Elgin,IL 60123 Tel 847 697 6700 Crystal Lake Illinois 60012 Springfield.Illinois 62703 Mt Carmel,Illinois 62863 Tel 847 697 6700 Fax 847 697 6753 Tel 847 697 6700 Tel 217 546 3400 Tel 618 262 8651 Fax 847 697 6753 Fax 847.697 6753 Fax 217 546 8116 Fax 618 263 3327 Sandy Creek Dam Removal August 25, 2026 Page J 2 The following criteria will motivate the concept design: • Remove the dam with minimal impact to the existing Highland Avenue culvert. • Minimize the immediate transport of sediment that has deposited in the basin to downstream reaches of Sandy Creek. • Mitigate the potential for increased flood risk along Sandy Creek due to the dam removal. • Restore approximately 500 linear feet of Sandy Creek by removing the impoundment and establishing morphology typical of nearby upstream and downstream reaches. • Eliminate the existing non-native and invasive vegetation and establish native vegetation typical of high- quality local stream corridors. Using these criteria, the proposed concept design will provide a proof-of-concept plan that restores the functional value of this reach of Sandy Creek by activating sediment transport processes, improving the ecological value of the stream corridor, restoring fish passage, and improving water quality. The primary water quality improvements that will be targeted are increased dissolved oxygen, reduced suspended solids and nutrients, and decreased algal growth. Due to the dynamic and circumstantial nature of permitting for dam removal projects in recent years, the scope of the concept design is fluid and will depend on input from relevant regulatory agencies such as USACE, IDNR-OWR. IDNR Dam Safety. IEPA. and Kane County Stormwater Management. The primary uncertainties at this time are the level of effort required for minimizing downstream sediment transport at the time of dam removal,as well as the extent to which the impoundment area must be restored via active intervention. At this time, two preliminary alternative pathways for the implementation of this project are: A. Low intervention 1. Notch the dam slowly to dewater the impoundment to minimize downstream sediment export. 2. Allow the stream upstream of dam to form new alignment between Airlite Street and Highland Avenue 3. Adaptive management of newly formed stream via erosion control blanket, seed and plug installation. and minor rock installation as needed based on assessment of changing stream conditions. B. High intervention 1. Dewater the basin and remove mobile sediment. 2. Remove the dam. 3. Restore the stream between Airlite Street and Highland Avenue by regrading a new alignment and installing erosion control blanket, seed, plugs, and rock. These and other pathways will be investigated as a part of this work, largely driven by constructability and permittability considerations. Coordination with regulatory agencies will be conducted in order to ascertain permit requirements; pre-application meetings will be held if allowed by these agencies. Once the permit requirements and scope of the concept design are refined, a concept plan view will be developed, including: • Method and timing of dam removal • Schematic of best management practices to restore Sandy Creek • Anticipated planting zones and preliminary seeding/planting mix • Dewatering and soil erosion & sediment control practices as needed An application will be prepared for the IEPA Section 319(h) Nonpoint Source Pollution Control Financial Assistance Program to fund detailed design, permitting. and construction. The grant application consists of concept plans, application forms on the Euna grants platform, letters of support, estimate of probable cost, preliminary pollutant loading reduction analysis using the Pollutant Load Estimation Tool (PLET), and a project narrative. Sandy Creek Dam Removal August 25, 2026 Page 13 Deliverables for Task 2 include: • Concept design Conceptual plan view for the proposed dam removal and stream restoration Preliminary estimate of probable cost • Anticipated permit timeline/pathway • IEPA 319(h) application Task 3: Coordination and Consultation This item includes coordination meetings and status updates throughout the project. • Coordination Meetings - Coordination meetings with the Client (assume 2 meetings) and Lincolnwood Terrace HOA. • Status Emails — HLR will provide regular updates to the Client and Lincolnwood Terrace HOA regarding project status. It is estimated that these emails will be monthly to provide clear updates or progress and upcoming milestones. Additionally, this task covers the presentation of findings. HLR will prepare a presentation summarizing the findings of the Sandy Creek Dam Removal project and discussing proposed solutions at one Tyler Creek Watershed Coalition Meeting and one Lincolnwood Terrace HOA board meeting. Task 4: Quality Assurance and Project Administration This task includes project administration, and quality assurance and quality control per HLR's QA/QC plan. Project management and administration will last throughout the expected duration of the project. Management and administration are necessary to ensure the successful completion of the project. The expected activities within this task include: • Project schedule/progress monitoring • Staffing, monitoring, including allocating staff as needed • Budget monitoring • Document management • Staff coordination • Invoicing Upon completion. this task also includes project close-out. which includes the delivery of the electronic files. This proposed Preliminary Engineering scope does not include. • Wetland delineation and report • Geotechnical report or analysis • Detailed hydraulic analysis • Detailed design and engineering plans for the dam removal and stream restoration • Structure evaluations • Parcel boundary verification • Bid documents or specifications • Detailed quantities • Environmental permitting or agency permit fees • Coordination with adjacent property owners • Utility coordination ATTACHMENT B PROJECT SCHEDULE ATTACHMENT B DETAILED PROJECT SCHEDULE Estimate Percent Estimated Value of Estimated Date Complete Work Complete Invoice Value 9/30/2026 5% $3,050.00 $3,050.00 10/31/2026 15% $9,150.00 $6,100.00 11/30/2026 20% $12,200.00 $3,050.00 12/31/2026 25% $15,250.00 $3,050.00 1/31/2027 35% $21,350.00 $6,100.00 2/28/2027 50% $30,500.00 $9,150.00 3/31/2027 60% $36,600.00 $6,100.00 4/30/2027 70% $42,700.00 $6,100.00 6/30/2027 80% $48,800.00 $6,100.00 8/30/2027 100% $61,000.00 $12,200.00 ATTACHMENT C FEE ESTIMATE - 12 - ATTACHMENT C DETAILED FEE ESTIMATE PROFESSIONAL ENGINEERING SERVICES SANDY CREEK DAM REMOVAL Employee Classification Project Phase/Task Direct Hours Fee PR E3 T3 SUR1 ENV2 Costs 1 BATHYMETRIC/SEDIMENT SURVEY SERVICES Bathymetric/Sediment/Topographic Survey 32 32 $ 4,320.00 Process Survey Data 0 $ - Plot Survey Data 2 2 $ 360.00 Create Existing Terrain Model(s) 4 4 $ 720.00 Sediment Volume Calculations 2 2 $ 360.00 2 PRELIMINARY ENGINEERING SERVICES Data Collection/Review 0 $ - Document Review(GIS, Studies, Reports, Existing Conditions) a 10 10 $ 1,850.00 Field Visit _ _ 8 4 __ 12 $ 2,100.00 Prepare Concept Plans 4 56 l 4 2 66 $ 12,370.00 Prepare Engineer's Estimate of Probable Cost-Concept Level 2 20 ; 22 $ 4,190.00 r Agency Coordination ' 8_ 32 5 45 $ 8,655.00 Prepare Permit Timeline/Pathway 7 12 2 I 21 $ 4,245.00 Prepare Illinois 319 h Fundin. ap.lication 50 50 $ 9,250.00 3 CONSULTATION AND COORDINATION Prepare and Attend Coordination Meetings(4) 12 12 $ 2,220.00 Prepare Presentation for HOA (1) Meetings 24 I 24 $ 4,440.00 Status U.dates 12 12 $ 2,220.00 4 QUALITY ASSURANCE AND PROJECT ADMINISTRATION Quality Assurance and Quality Control I 0 $ - Environmental Engineering QAQC 12 I 12 $ 2,220.00 Project Administration and Management I 0 $ - Environmental Engineering Project Administration 8 I 8 $ 1,480.00 TOTALS 21 256 12 32 13 334 $ 61,000.00 8/25/2026 1 of 1
