RESOLUTION
APPROVING THE 2026 ANNUAL ACTION PLAN,AMENDING THE 2024 AND 2025
ANNUAL ACTION PLANS,AND AUTHORIZING THE EXECUTION OF DOCUMENTS
NECESSARY TO PARTICIPATE IN AND IMPLEMENT ACTIVITIES FUNDED UNDER
THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, Title 1 of the Housing and Community Development Act of 1974 provides
Community Development Block Grant (CDBG) funding to units of local government for the
purpose of developing viable urban communities by providing decent housing, a suitable living
environment, and by expanding economic opportunities; and
WHEREAS, the CDBG Program is funded by the U.S. Department of Housing and Urban
Development(HUD)and is to be implemented in a manner consistent with priorities and strategies
identified in a Housing and Community Development Consolidated Plan; and
WHEREAS, such a plan,covering a five-year period,was prepared and made available for
public comment as required by the Kane-Elgin Consortium's Citizen Participation Plan; and
WHEREAS, it is necessary to approve an Annual Action Plan for Program Year 2026 in
order for the City to qualify for an annual allocation of CDBG funds from HUD and to allocate
CDBG Program Income expected to be received during Program Year 2026; and
WHEREAS, it is necessary to amend the Annual Action Plans for Program Years 2024 and
2025 to reallocate surplus funds for activities meeting Federal eligibility criteria.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1.That the 2026 Annual Action Plan, including the activities listed below,is hereby
approved:
1. Owner-Occupied Housing Rehabilitation Program
CDBG funds will be used to provide housing rehabilitation assistance to low/moderate-
income homeowners in the City of Elgin. Critical repairs will be made to improve living
conditions and occupant safety, such as replacing water service lines and/or sanitary sewer
laterals, replacing water heaters and/or furnaces, and upgrading electrical systems.
2026 CDBG Funding: $300,000.00
Agency: Community Contacts, Inc.
2. Affordable Housing Fund
The Affordable Housing Fund(AHF)will leverage multiple funding sources to support the
preservation and creation of affordable housing for households with incomes at or below
80% of the area median income ($97,200 for a family of four). CDBG funds will be used
to provide gap financing for the development of affordable rental and/or home-ownership
projects within the City of Elgin. Following a public application process, specific
developers and projects will be selected to receive financing by the Kane-Elgin Home
Commission.
2026 CDBG Funding: $322,829.00
2026 CDBG Program Income: $150,000.26*
Agency: TBD by Home Commission
*Note: The amount of Program Income is estimated. The actual amount allocated for the
Affordable Housing Fund may increase or decrease depending on the actual amount of
Program Income received by the city during Program Year 2026.
3. Program Administration
CDBG funds will be used to cover costs associated with the administration of the CDBG
program, including providing technical assistance to project sponsors and ensuring
conformance with all federal requirements.
2026 CDBG Funding: $151,300.00

4. Continuum of Care Program
CDBG funds will be used to cover costs associated with the administration of the
Continuum of Care, which facilitates the award of state and federal funding to Elgin
agencies that serve the homeless population.
2026 CDBG Funding: $4,300.00
Agency: Kane County
Section 2. That the 2024 and 2025 Annual Action Plans are hereby amended to reallocate
surplus funds for the activities listed below:
1. Affordable Housing Fund
The Affordable Housing Fund(AHF)will leverage multiple funding sources to support the

Senior Services Associates will replace its facility's dilapidated exterior doors and
windows with new units that are historically appropriate for the art deco-style structure.

Section 3. That the above funding awards are conditioned on each agency's/applicant's
compliance with applicable HUD requirements.
Section 4. That David J. Kaptain, Mayor, and Richard G. Kozal, City Manager, are hereby
authorized and directed to execute such applications, agreements, certifications, reports, and other
documents required and/or authorized by HUD, the HOME Commission, and/or other agencies to
complete the activities described in the plans approved/amended herein.
