RESOLUTION
AUTHORIZING THE EXECUTION OF A RENEWAL AGREEMENT WITH
HIGHERGROUND, INC. FOR LIVE911 SOFTWARE SYSTEM AND SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that pursuant to Elgin Municipal Code Section 5.02.020B(9)the City Council hereby finds that an
exception to the requirements of the procurement ordinance is necessary and in the best interest of
the city; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard G. Kozal, City Manager, be and is hereby authorized and directed to
execute a Renewal Agreement on behalf of the City of Elgin with HigherGround,Inc.,for Live911
software system and services, a copy of which is attached hereto and made a part hereof by
reference.

LIVE911 RENEWAL AGREEMENT

Live911 Solution—50 Licenses Price
Base Software and 5 Concurrent Licenses $6,000
Additional Concurrent Licenses: 45 $40,500
Total Annual Cost $46,500
Service Period: April 1, 2026—March 31, 2027.
The Base License fee and the Additional License fee(s) are annual recurring charges. If the renewal fees
are paid, the service will continue.
Maintenance and updates are included in the software renewal fees.
The Live911 server must be able to communicate with HigherGround's License Management Server
(LMS). Alarms are sent from the Live911 server to the LMS. The Live911 server also queries LMS for
license changes.
Payment Terms: 100% payment is due within 30 days upon invoice.
