The City Council, on January 28, 2026, approved Resolution No. 26-16 authorizing the city to
enter into a procurement commitment with the State of Illinois Department of Central
Management Services (CMS) for the purchase of bulk road salt for the 2026/2027 winter season.
This approval allows the city to submit its requested quantities of bulk road salt through the
State's joint purchasing program and commits the city to those quantities as part of the statewide
bid process.
The State has established an April 7, 2026 deadline for submission of participation materials. As
part of this year's process, CMS now requires execution of a Certificate of Authority certifying
that the individual submitting the request is duly authorized to do so. This represents an added
procedural safeguard by the State.
In accordance with Resolution No. 26-16, which authorizes the City Manager to approve this
procurement commitment on behalf of the City, please execute the attached Certificate of
Authority. The form has been prepared by the State and I have updated the relevant sections to
include your name and title.
The executed Certificate will be submitted along with a copy of Resolution No. 26-16 as
documentation of your authorization to bind the City to this procurement commitment.
Once returned to me, the department of public works is prepared to submit our 2026/2027 salt
quantities to the State.

I, Richard G. Kozal, hereby certify that I am duly appointed City Manager of the City of Elgin
("Governmental Unit"). I hereby certify the following is a true copy of a vote taken at a meeting
of the Board of Directors (or equivalent governing body), duly called and held on January 28,
2026, at which a quorum of the Members was present and voting.
Voted: That Richard G. Kozal, City Manager is duly authorized to enter into contracts, to
include joint participation agreements, on behalf of the City of Elgin with the State of Illinois
and any of
its agencies or departments and further is authorized to execute any documents which
may in his/her judgment be desirable or necessary to affect the purpose of this vote.
I hereby certify that said vote has not been amended or repealed and remains in full force and
effect as of the date of the contract or joint participation agreement to which this certificate is
attached. I further certify that it is understood that the State of Illinois will rely on this certificate
as evidence that the person(s) listed above currently occupy the position(s) indicated and that
they have full authority to bind the Governmental Unit. To the extent that
there are any limits on the authority of any listed individual to bind the Governmental Unit in
contracts with the State of Illinois, all such limitations are expressly stated herein.

THE STATE OF ILLINOIS DEPARTMENT OF CENTRAL MANAGEMENT SERVICES
FOR THE PURCHASE OF BULK ROAD SALT FOR THE 2026/2027 WINTER SEASON
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that Richard G. Kozal, City Manager, be and is hereby authorized and directed to approve the
procurement commitment on behalf of the City of Elgin with the State of Illinois Department of
Central Management Services, for the purchase of bulk road salt for the 2026/2027 winter season.
