RESOLUTION
ACCEPTING THE PROPOSAL OF ENVIRONMENTALSYSTEMS
RESEARCH INSTITUTE, INC. FOR ARC/VIEW GIS SOFTWARE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Environmental Systems Research Institute,
Inc . for one ArcView 3 . 1 for Windows 10 Pack, a copy of which
is attached hereto and made a part hereof by reference.

Certain ESRI products may require signed license agreements. Some non-ESRI data products also require signed license
agreements. This means,that the data will not be shipped until the signed license agreement has been returned to the
data vendor. If applicable,the appropriate license agreement will be mailed or faxed to you when you place the order.

SUBJECT: Purchase of Arc/View GIS Software
PURPOSE
The purpose of this memorandum is to request Mayor and City
Council approval to purchase ten user network version of
Arc/View GIS Software .
BACKGROUND
The City of Elgin has standardized its GIS System on ESRI ' s
Arc/Info-Arc/View GIS system. More than 80% of all government
agencies that use a GIS System use ESRI ' s Arc/Info-Arc/View
software . It is the leading GIS software on the market . The
City' s GIS database now contains significant information,
including street center lines, digital orthophotos, various
bits of parcel information, USGS info, and census data from
HUD. In addition, new GIS information is being developed
including water distribution map, storm water data, and Fire
pre-plan info. In order for operating departments to use the
GIS databases, they need access through the Arc/View Software .
Currently, only two licenses (users) can use Arc/View at one
time . We are requesting to purchase a ten user network
license that would allow for ten concurrent users to access
the GIS system. The cost of a ten user license is $8 , 007,
which is a savings of over $600 on buying single user
licenses .

have been budgeted to purchase the software .

RECOMMENDATION
It is recommended that the City Council approve the purchase
of a ten-user network version of Arc/View from ESRI for
$8, 007 .
