Parker, City Manager SUBJECT: Confidentiality Agreement for the Local Update of Census Addresses Program PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider entering into a confidentiality agreement with the U.S . Census Bureau for the purpose of participating in the Local Update of Census Address (LUCA) program. BACKGROUND The LUCA program is an opportunity for local governments to review and revise the census address lists for the 2000 Census . The purpose of the LUCA program is to improve the accuracy and completeness of the Census Bureau address lists by utilizing the expertise of local governments . Participa- tion in the LUCA program is voluntary, however, involvement may greatly enhance the accuracy of the address lists, and thus improve the accuracy of the census itself . Participation in any Census activity demands strict confiden- tiality, as required by the United States Constitution. For this reason, each participant must agree to maintain the confidentiality of information provided by signing a confiden- tiality agreement . A copy of the agreement is attached and is included as Other Business on the regular agenda. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None . 1)1WINANCIAL IMPACT Participation in the LUCA program requires a commitment of staff time . The amount of time needed to complete revisions of the address list will be determined by the completeness and accuracy of the provided list . The process can be handled by existing staff already included within the 1999 budget .
