HomeMy WebLinkAbout99-34 Resolution No. 99-34 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH UTILITY DYNAMICS CORPORATION FOR THE TROUT PARK LIGHTING PROJECT WHEREAS, the City of Elgin has heretofore entered into a contract with Utility Dynamics Corporation for the Elgin Oaks/State Street Conduit Replacement Project; and WHEREAS, it is necessary and desirable to modify the terms of the contract to include the Trout Park lighting project as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that pursuant to Elgin Municipal Code Section 5 . 02 . 020B( 6) the City Council hereby finds that an exception to the requirements of the procurement ordinance is necessary and in the best interests of the city; and BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. The general contractor for this project is Utility Dynamics Corporation of Oswego, Illinois . REASONS FOR CHANGE: This Change Order No. 1 will add additional quantities to the contract for the replacement of the antiquated electrical service and street lights in Trout Park. Elements of this change order were not reasonably foreseeable at the time the original contract was awarded. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be revised as follows : See Attachment A The original contract with Utility Dynamics Corporation is $96 , 981 . 50 . By reason of Change Order No. 1, the contract for the Elgin Oaks Project will be increased in the amount of thirty-four thousand and two hundred twenty-eight and 50/100 dollars ($34 , 228 . 50) . The new contract amount, inclusive of Change Order No. 1 is one hundred thirty one thousand and two hundred ten and 00/100 dollars ($131, 210 . 00) CHANGE ORDER No. 1 Page 2 . Parker, City Manager SUBJECT: Revised Change Order No. 1 to the Elgin Oaks/ State Street Conduit Replacement Project for Trout Park Lighting Improvements PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with revised information relative to Change Order No. 1 to the "Elgin Oaks Conduit Replacement Contract” for Trout Park lighting improvements previously approved by the City Council . BACKGROUND At the December 16 Committee of the Whole meeting, the Mayor and members of the City Council approved a change order for Trout Park lighting for $12, 171 .20 . This amount was for new pay items such as light poles, new electrical services and removal of existing equipment not included in the original contract with Utility Dynamics for the Elgin Oaks conduit replacement project . This change order should have included approximately $22, 000 of additional cost covered by existing contractual unit prices for conduit and fixtures . Overall, the pricing included in the change order compare favorably with bid awards for similar work. The previous communication to the Mayor and members of the City Council neglected to address the $22, 000 in additional quantities. Therefore, the City Council should consider a revised Change Order No. 1 totalling $34, 171 .20 . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None . The contract award was $96, 981 . 50, leaving approximately $43, 000 to fund this change order. Account number 395-1000-795 . 93-80, project number 509549, will be charged. ALTERNATIVES The City Council may choose to accept, deny or amend the proposed change order. Cost to remove and reinstall the existing flood lights(2) on to the new:. light poles $326.00/ea.x 2= * The existing flood lights shall be capable of operating off of both 120 & 240V. $7 5 2. 0 0 Please note that the Elgin Oaks project has specified the use of uniduct with three (3) #8 conductors, with the lights operating at 240V. The City will need to determine the exact voltage requirements at Trout Park. If 120/240 is required at Shelter#1, an additional wire will need to ell°4 be installed from the meter pole to the shelter. The City of Elgin will also need to determine the load requirements at the Park, specifically related to the operation of the new lights and the existing Shelter#1. The#8 wire is rated at appx. 50 amps. The fact that there will be some voltage drop will decrease the available amperage. Please advise us if a larger wire size is required and we will be happy to provide the City with a price for the added cost. As a reminder, the unit prices do not include rock auguring/trenching/excavation. If rock is encountered,additional costs would apply at a time and material basis.
