Parker, City Manager, be and is hereby authorized and directed to accept the September 29, 1999, proposal on behalf of the City of Elgin of Motorola for a Year 2000 upgrade of the city radio system, a copy of which is attached hereto and made a part hereof by reference . s/ Ed Schock Ed Schock, Mayor Presented: October 27, 1999 Adopted: October 27 , 1999 Omnibus Vote : Yeas 7 Nays 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk VIV •,.(O F Fi C ?;v \i1ti i 14 City of Elgin Agenda Item No. I'll °k%rEDW". October 4, 1999 TO: Mayor and Members of the City Council FROM: Joyce A. Parker, City Manager SUBJECT: Y2K Upgrade to City-wide Radio System PURPOSE The purpose of this memorandum is to provide the Mayor and Members of the City Council with information to receive the Y2K Radio System Status report from Motorola and to consider awarding a contract for equipment upgrade. BACKGROUND The City Council approved hiring Motorola to perform a detailed analysis of the City' s radio system to determine the readiness of rthe equipment for the Year 2000 . On September 29, 1999, Motorola presented the results of their analysis . Several items were found to be non Y2K compliant and are recommended for upgrade . Attached is a report from Motorola describing the recommended system improvements . The entire radio system is a Motorola product with all maintenance being performed by Motorola. It is logical to authorize the indicated upgrades be completed by Motorola as a sole source provider. These upgrades, combined with the previous work on the E911 system will make all of the City' s emergency communications Y2K compliant . It is important to note that the bulk of this expense ($39, 000) is for the upgrade of all ten (10) dispatch consoles, including the backup system. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Y2K committee has been examining all aspects of the City' s services preparation for the Y2K phenomenon. INANCIAL IMPACT The cost of the upgrade, $67, 412 . 00 was not budgeted in the current p_.. 7 year' s budget and will be paid out of General Contingency Fund, Account No. 010-6902-719 . 84-01, Project No. 230185 (Y2K Expenses) r Y2K Upgrade October 4, 1999 Page 2 LEGAL IMPACT 11010/The contract requires an exception to the procurement ordinance which requires a two-thirds majority vote by City Council . ALTERNATIVES The City may choose not to authorize this upgrade and risk the failure of the City-wide radio system in Y2K. RECOMMENDATION It is recommended that this report be accepted and that Motorola be awarded a contract to conduct this work as outlined as a sole source vendor in the amount $67, 412 . pe ' tt ctfully submed, ./. 17a_____, , .
