RESOLUTION
PROVIDING FOR APPOINTMENTS TO THE JOINT REVIEW BOARD FOR THE
DUNDEE/SUMMIT TAX INCREMENT FINANCE DISTRICT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Mark Biernacki be and is hereby appointed as
the City of Elgin' s selected representative to the Joint
Review Board of the Dundee/Summit Tax Increment Finance
District .
BE IT FURTHER RESOLVED that the City Council of the City
of Elgin hereby recommends to such Joint Review Board that
Robert Carlile be appointed as the public member to the Joint
Review Board for the Dundee/Summit Tax Increment Finance
District .

SUBJECT: Public Hearing to Amend the Dundee/Summit TIF
Redevelopment Plan and Resolutions Naming Individuals
to the Joint Review Board
PURPOSE
The purpose of this memo is to inform the Mayor and members of the
City Council of various steps that will need to be followed to
process an office development proposal at Dundee and Summit . This
memo also outlines staff" s requests to set a public hearing date
for the amendment to the Dundee/Summit TIF District Redevelopment
Plan and to name individuals to the TIF Joint Review Board.
BACKGROUND
At the City Council ' s June 9, 1999 Committee of the Whole meeting,
direction was received to process the office development proposed
for the southwest corner of Dundee Avenue and Summit Street . As
was mentioned at that time, part of the process will involve
advertisements allowing other interested parties to submit
alternate proposals for City Council consideration. This process
is now underway.
The other part of the process involves an amendment to the
Redevelopment Plan document that is a part of the Dundee/Summit TIF
District. This document was narrowly written to allow for only
commercial-retail types of uses for this corner. TIF statutes will
not allow any other type of development for this corner, such as an
office complex, unless the Redevelopment Plan document is first re-
written. Staff will soon be preparing a draft amendment for public
review. The amendment will broaden the types of uses that may be
developed in the TIF area subject to future City Council approval .
If approved, the attached ordinance would set August 11, 1999 as
the date on which a public hearing will be held on this amendment .
Until then, staff will follow through on a variety of other
necessary procedural steps . Among these is the need to hold a

meeting of the Joint Review Board (which is scheduled for July 7 ,
1999) , the mailings of various notices, and the placement of

additional newspaper a er advertisements . All of these ar
e outlined in
detail in the attached materials .
The formation of a Joint Review Board (JRB) is required by State
statutes . This board consists of representatives of the area' s
taxing districts and one at-large member. The purpose of the JRB
is to review and advise the City Council on any amendments to
existing TIF districts or proposals to create new TIF districts .
Each taxing district names who they wish to represent their agency.
One of the attached resolutions names Community Development Manager
Mark Biernacki to be the City of Elgin' s representative. The other
resolution recommends to the JRB that it appoint Robert Carlile,
Chamber of Commerce President, to serve as the at-large community
member. If other representatives concur, Mr. Carlile' s official
appointment will be made by the JRB at their July 7 meeting.
RECOMMENDATION
It is recommended that the City Council approve this ordinance
setting August 11, 1999 as the public hearing date on the amended
Redevelopment Plan. It is also recommended that the Council
approve the attached resolutions naming Mark Biernacki as the City
of Elgin' s JRB representative and recommending Robert Carlile as
the at-large community member.

The City of Elgin will consider a proposal to amend the Redevelopment Plan associated with the
Dundee/Summit Tax Increment Financing (TIF) district.
By State Statute, we are required to provide this Notice by certified mail to property owners in the
proposed tax increment area at least ten (10) days in advance of the public hearing. The public hearing
will be held August 11, 1999 in the City Hall at 7:00 p.m., 150 Dexter Court,Elgin, Illinois. This notice
also includes the following information:
1. In order to implement tax increment, a plan must be adopted. The name of the proposed Plan
is the Amended Dundee/Summit Redevelopment Area.
2. The geographical boundaries of the Plan are given by the attached Legal Description and Map
Exhibit.
3. This TIF district involves an eight acre collection of parcels located at the southwest corner
of these two streets. The redevelopment plan document that was adopted at the time this
district was created in 1986 was narrowly drawn to encourage only a very specific level of
commercial-retail development. To accommodate renewed interest in developing this corner,
the City Council has proposed that this document be amended to instead allow this site's
redevelopment with a much broader range of commercial retail, offices and other non-
residential uses. Currently, a firm is interested in developing this property with three office
buildings having a combined total of 40,000 square feet.
4. The amended Plan of land uses and streets generally conforms to the Land Use Element of the
Elgin Comprehensive Plan for the geographical area covered by the Plan. A copy of the of the
TIF Plan is on file and available for inspection at the City of Elgin Code Administration and
Development Services, 150 Dexter Court, Elgin, Illinois on Monday through Friday 8:00 to
5:00 p.m.
5. All interestedpersons will begiven the opportunity to be heard at the public hearing.

6. The adoption of the Plan is not an increase in real estate taxes.

NOTICE OF PUBLIC HEARING
CITY OF ELGIN, KANE COUNTY, ILLINOIS
DUNDEE/SUMMIT REDEVELOPMENT PROJECT AREA
Notice is hereby given that on August 11, 1999, at
7 : 00 p.m. at the City Hall, 150 Dexter Court, Elgin, Illinois,
a public hearing will be held by the City Council of Elgin,
Illinois to consider the approval of an amended redevelopment
plan (Redevelopment Plan) and amended project (Project) for
the previously designated redevelopment project area
(Redevelopment Project Area) commonly known as the
"Dundee/Summit Redevelopment Project Area" . The Redevelopment
Project Area consists of the territory legally described as
follows :
That part of the Southwest Quarter of Section
12 , Township 41 North, Range 8 East of the Third
Principal Meridian, described as follows :
Commencing at the Northwest corner of said Southwest
Quarter; thence South along the West line of said
Southwest Quarter, a distance of approximately
1 , 730 . 00 feet, to a point on the North right of way
line of Summit Street; thence East along said North
right of way line, a distance of approximately
1, 170 . 00 feet, to the point of beginning; thence
South along the West line extended of Lot 8 in Block
24 of Jane R. Kimball ' s Subdivision, a distance of
approximately 495 . 00 feet, to a point that is 132 . 00
feet South of the South right of way line of Seneca
Street and 132 . 00 feet East of the East right of way
line of Prospect Boulevard; thence East on a line
perpendicular to the last described course, a
distance of approximately 66 . 00 feet, to a point on
the Westerly line extended of Lot 8 in Wm. H.
Wilcox' s 2nd Addition; thence Northeast along said
Westerly line extended a distance of approximately
70 . 00 feet, to the Southwest corner of said Lot 8 ;
thence Southeast along the Southerly line extended
of said Lot 8 , a distance of approximately 390 . 00
feet, to a point on the Easterly right of way line
of Dundee Avenue; thence Northeast along said
Easterly right of way line, a distance of
approximately 745 . 00 feet, to the point of
intersection with the North right of way line

beginning, all in the City of Elgin, Kane County,
Illinois .
The approximate street location and description of the
Redevelopment Plan and Project for the Redevelopment Project
Area consists of properties being eight acres in size, more or
less, and generally located at the southwest corner of Dundee
Avenue and Summit Street .

There will be considered at the hearing the amended
Redevelopment Plan and amended Project for the Redevelopment
Project Area. The amended Redevelopment Plan as proposed is
on file and available for public inspection at the Office of
the City Clerk, at 150 Dexter Court, Elgin, Illinois . The
proposed amended Redevelopment Plan and amended Project allows
for the development of the property with either commercial
service uses, retail , medical and professional offices,
institutional uses, community facilities, or a mix of two or
more of these uses . The amended Plan also allows for the
following to facilitate the development of the above mentioned
uses : the acquisition and reconveyance of land in the
Redevelopment Project Area, demolition, clearance, and related
site preparation activities, the construction, acquisition,
and installation of certain public works and improvements,
including but not limited to streets, storm sewers, water
mains, sanitary sewers, traffic signalization, curbs, gutters,
landscaping, and parking facilities, and related costs and
expenses, all as provided in the Tax Increment Allocation
Redevelopment Act, as supplemented and amended.
Prior to the date of the hearing, each taxing district
having property in the Redevelopment Project Area and the
Illinois Department of Commerce and Community Affairs may
submit written comments to the City, to the attention of the
City Clerk, 150 Dexter Court, Elgin, Illinois 60120 .
A joint review board convened on July 7 , 1999 to consider
the proposed approval of the amended Redevelopment Plan and
amended Project for the previously designated Redevelopment
Project Area and adoption of tax increment allocation
financing therefor. The joint review board consists of a
representative selected by each affected taxing district that
has authority to directly levy taxes on the property within
the Redevelopment Project Area, a representative selected by
the City, and a public member. At this meeting, the Joint
Review Board voted 4-0 to recommend approval of the amended
plan.
At the hearing, all interested persons or affected taxing
districts may file written objections with the City Clerk and
may be heard orally with respect to any issues regarding the
approval of the amended Redevelopment Plan and amended Project
and the adoption of tax increment allocation financing
therefor. The hearing may be adjourned by the Mayor and City
Council of the City of Elgin without further notice other than
a motion to be entered upon the minutes of the hearing fixing
the time and place of the subsequent hearing.
