RESOLUTION
AUTHORIZING THE CITY OF ELGIN' S PARTICIPATION IN THE
CONTINUUM OF CARE PROGRAM FOR THE HOMELESS FOR KANE COUNTY
BE IT RESOLVED that City Manager Joyce A. Parker be and
is hereby directed and authorized to execute an associated
application for a Continuum of Care Program for the Homeless
for Kane County.
BE IT FURTHER RESOLVED that Ruth Munson, Carol Gieske and
Roger Dahlstrom are hereby appointed as members of the Interim
Leadership Committee for the Continuum of Care Program for
Kane County.

SUBJECT: Continuum of Care Participation
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider the
City' s involvement in the development of a Continuum of Care
for the homeless in cooperation with Kane County and the City
of Aurora.
BACKGROUND
For several years, the U.S. Department of Housing and Urban
Development (HUD) has offered funding to communities to help
fight homelessness through the Continuum of Care program.
The Continuum of Care model is based on the understanding
that homelessness is not caused merely by a lack of shelter,
but involves a variety of underlying unmet needs (i .e . ,
social) . Through physical, econ
omic the Continuum of and )
Care, individual communities in partnership with social
service agencies develop a strategy to combat the varying
causes of homelessness and, in turn, can receive funding from
HUD.
Neither Elgin nor local social service agencies have devel-
oped a system or applied for Continuum of Care funding. this
is also the case in Aurora and throughout Kane County. As a
result of this funding being unused in our region, HUD sug-
gested that a joint Continuum of Care system and application
be developed between Aurora, Elgin and Kane County. This
past fall, a Homeless Network was formed among a number of
Elgin agencies (see attached list) . The network has been
meeting monthly to discuss common concerns and to explore the
possible development of a Continuum of Care sys-
tem/application. The network' s interest in the Continuum of
Care is two-fold. First, it enables the community to acquire
available but unutilized funding to address the needs of the
homeless . Second, agencies such as the Community Crisis
Center that currently receive federal funding (either direct-
ly or through a state pass-through) may be in danger of
losing this funding if they are not part of a communi-
ty/regional Continuum of Care .

Based on the existing local interest and HUD' s suggestion to
explore a county-wide application, representatives from
Elgin, Aurora and Kane County have met with HUD to evaluate
this opportunity. According to HUD, a joint application
between Elgin, Aurora and Kane County would be eligible to
receive approximately $400, 000 in annual funding. The notice
of funding by HUD was provided in late February, with applica-
tions due by June 2 , 1999 . These applications may be made in
two ways :
- Consolidated Application. One local government as the
applicant receives the funding, which is then distribut-
ed to agencies . this is similar to the CDBG funding
method.
- Associated Application. Local governments, in coopera-
tion with service agencies, analyze service needs or
"gaps" , developing a prioritized strategy to address or
alleviate service gaps . Local agencies will submit
funding applications under the "umbrella" of the priori-
tized Continuum of Care system. Under this application
approach, funding would go directly
from HUD to the
service provider (agency) . HUD has indicated that the
associated application is the preferred method in that
it is less burdensome administratively and establishes a
direct relationship with the service provider.
A mutual interest seems to be present among the group (local
governments and social service agencies) to proceed with the
development of a Continuum of Care, both in terms of access
to federal funds that are currently not being used (an esti-
mated $400, 000 per year) and to better coordinate efforts to
address homelessness on a regional basis. There was a consen-
sus among the group that an outside grant writer should be
used to pull together the initial framework and application,
due on June 2, 1999 . A grant writer, who has worked with
DuPage, Will and Kankakee Counties on similar projects, was
agreed upon by the group. Elgin,
in, Aurora and Kane County would be responsible for an equal share of the grant writer' s
fees . A maximum cost of $1, 667 per local government is
estimated.
Once the Continuum of Care is established, it will operate on
an ongoing basis . In order to guide the initial grant submis-
sion to HUD, Kane County proposed an interim leadership
committee be formed (see attached diagram) . The committee
would be comprised of an elected official or designee, staff
representative and homeless service provider. This fall, a
permanent committee structure will be formed. Attached is a
time line for the development of the Continuum of Care . Due
to the short timeframe to submit the initial funding applica-
tion, the three Elgin representative should be appointed by
the City Council at the May 12 meeting. It is recommended
that the City council appoint three Elgin representatives

consistent with the proposed interim leadership structure
including: a City Council member, Carol Gieske, Executive
Director of United Way of Elgin, and Elgin Planning Director
Roger Dahlstrom.
Exploring the development of a county-wide strategy and
funding application seems to be a prudent move . First,
Elgin' s participation will enable local social service agen-
cies to access federal funds that have previously been un-
used. Second, in developing the Continuum of Care, current
federal funding levels can be maintained. Finally, Elgin' s
participation and leadership in developing a county-wide
application sends the message that the causes of homelessness
are shared, regional problems that many agencies and multiple
communities have a role in addressing.

Kane County, City of Aurora, Elgin Homeless Network and
social service agencies throughout Kane County.
A FINANCIAL IMPACT
kThe cost of grant writing services will be shared among the
three local governments (Kane County, Aurora and Elgin) . A
maximum cost of $1, 667 per local government is estimated.

ALTERNATIVES
The City Council may choose not to participate in the develop-
ment of a county-wide Continuum of Care .

RECOMMENDATION
It is recommended that the City Council enter into the pro-
cess of developing a couinty-wide Continuum of Care in part-
nership with Kane County and the City of Aurora. In addi-
tion, it is recommended that a City Council member, Carol
Gieske, Executive Director of United Way and Roger Dahlstrom,
Planning Director serve on the interim leadership team for
the initial application.

• Elected Official: An elected official who is knowledgeable of the
jurisdiction's providers of homeless needs and services.
