Malm, Interim City Manager SUBJECT: City Support for PACE Dial-A-Ride Service PURPOSE The purpose of this memorandum is to transmit a request from PACE, the suburban bus service, for 1998 support of the Dial-A-Ride Program. BACKGROUND PACE provides Dial-A-Ride service in Elgin and the surrounding area. This service is available to seniors citizens aged 65 and over and persons with a disability. Service is available only with a 24-hour advance reservation and only in the flow morning and afternoon, Monday through Friday. The Dial-A-Ride service goes beyond the requirements of the ADA. In January of 1994, the City Council approved a one-year agreement with PACE for the City to provide a local share for Dial-A-Ride . This resulted from the City being approached by Elgin Township officials who were unable for financial reasons to continue the support for the service . Elgin Township had only been supporting the program since 1993. Prior to that, the service was part of the City-provided bus service. Around the area, municipalities pay the local share of the Dial-A-Ride services as opposed to townships. Cost estimates provided by PACE show the program costing $77, 750 with revenue covering 23%, PACE subsidizing 56%, and the City requested to cover 21% . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Fox Valley Center for Independent Living has indicated this service provides a critical link for residents to main- tain their independence. fd,FINANCIAL IMPACT In 1997, this expense was paid out of the General Fund, Non-Departmental Account (account number 010-6902-719. 30-99) . Funds have been allocated in this same account as a part of the 1998 Base Budget . City Support for PACE Dial-A-Ride Service December 10, 1997 Page 2 few LEGAL IMPACT tone. ALTERNATIVES The City could choose not to fund the Dial-A-Ride program. RECOMMENDATION The requested subsidy is a maximum amount of $16, 643 . The program provides a service for residents without an alternative means of transportation. It is recommended the local share agreement be approved. Also enclosed is a Cost Estimate Worksheet showing projected costs and ridership for 1998. The 1998 Agreement provides for only a modest increase in Pace subsidy over the level of funding that we expect to provide for your service in 1997. This is a result of the very tight budget situation that Pace will again face in 1998. As explained in the Pace proposed 1998 budget document, the estimated increase in funding to be made available to Pace from the RTA will be less than inflation. Further, there is an anticipated cutback in federal operating assistance that could cost Pace nearly $1.0 million in funding for 1998. Your current Local Share Agreement expires on December 31, 1997. In order to ensure that your paratransit project can continue, uninterrupted, beginning January 1, 1998, the new agreement should be fully executed and all four copies returned to Pace no later than December 30, 1997. If you have any questions, please call Enid Spector, Pace's Paratransit Department Manager, at (847) 228-2447. Thank you for your cooperation.
